The apostille situation: what every Bangladeshi applicant must know

Bangladesh deposited its instrument of accession to the 1961 Hague Apostille Convention on 29 July 2024, and that accession entered into force on 30 March 2025. However, Germany formally objected to Bangladesh’s accession on 10 September 2024 under Article 12(2) of the Convention. Under that provision, the Convention does not come into force between the two countries while the objection stands. A Bangladeshi apostille therefore has no legal effect for German authorities, and German missions will not treat it as valid authentication. Do not pay for an apostille on your degree certificate, transcripts, or any other document intended for a German visa application.

The German Federal Foreign Office has separately noted that standard consular legalization for Bangladeshi documents has been suspended. When document verification is required by the visa section, it is initiated by German authorities themselves, and an additional fee of 28,000 BDT applies for that verification. Contact Embassy Dhaka directly before your appointment to confirm the current procedure for your specific documents. This authentication situation is the single most important Bangladesh-specific factor in your application.

Document checklist for Bangladeshi applicants

Identity documents

  • Valid passport (minimum 6 months’ validity beyond your intended stay)
  • Biometric passport photo (35 × 45 mm, white background)
  • Completed national visa application form (Antrag auf Erteilung eines nationalen Visums), available via digital.diplo.de

Job offer

  • Signed employment contract or binding job offer from your German employer
  • Erklärung zum Beschäftigungsverhältnis form, completed and signed by the employer (available from the Bundesagentur für Arbeit)
  • The contract must cover a position of at least 6 months (§ 18g(3) AufenthG)

Degree and academic documents

  • Original degree certificate (B.Sc. CSE, B.Sc. EEE, B.Sc. CS, B.Eng., or equivalent)
  • All semester transcripts (original or certified copy from your university registrar)
  • Certified English translation of each document (if the original is in Bengali)
  • Do not attach an apostille. It will not be recognised by German authorities.

Check the anabin database for your university before your appointment. Major public universities such as University of Dhaka and BUET are generally listed with H+ status, but ratings and the required degree-level listing change over time, so check your specific institution and programme. If your university is H+/-, the visa section will check whether your specific degree programme is listed in the anabin comments field. If your university is H+/- and your programme is not listed, obtain a ZAB Statement of Comparability (Zeugnisbewertung) before applying. Processing takes approximately 2 weeks when a German work contract is attached.

Salary and employment documents

  • Last 3 months of payslips from your current or most recent employer
  • Employer letter on letterhead confirming your role, duration, and gross monthly salary
  • Bank statements for the last 3 months (supporting evidence)

The consulate reviews current salary to verify that the German offer is genuine and corresponds to a qualifying senior role. You are not required to earn a minimum current salary. This is a verification step only.

Financial proof

  • Last 3–6 months of bank statements
  • No Sperrkonto required. The qualifying Blue Card salary demonstrates financial sufficiency.

German Embassy Dhaka

Embassy Dhaka is the only German diplomatic mission in Bangladesh and handles all national visa applications for Bangladeshi residents. There is no consulate general or honorary consul that issues visas. Applications go through the Consular Services Portal at digital.diplo.de. You must have a permanent registered address in Bangladesh to apply there.

The Embassy Dhaka page for skilled worker and Blue Card applications is at dhaka.diplo.de. Check it before your appointment for the latest document checklist, as requirements are updated periodically.

Processing times from Bangladesh

Embassy Dhaka states a minimum processing time of approximately 3 weeks for Blue Card applications. This figure is a floor. If the visa section initiates document verification (which it may do for any Bangladeshi public document), processing extends beyond 3 weeks and an additional fee of 28,000 BDT applies. Plan for 6–10 weeks in total to be safe, particularly if your degree requires additional checks.

Fast-track via § 81a Vorabzustimmung: your German employer initiates this at their local Ausländerbehörde for a fee of €411. When the employer offers this option, take it. It reduces total timeline and gives both sides more certainty.

Worked example: Tahmid Hassan, B.Sc. CSE, Dhaka to Munich

Tahmid Hassan, 27, holds a B.Sc. in Computer Science and Engineering from BUET (Bangladesh University of Engineering and Technology). BUET carries an H+ rating in the anabin database; his programme (B.Sc. Engg., Computer Science and Engineering, 4-year) is listed in the comments field, so no ZAB Zeugnisbewertung is required.

He works at a Dhaka software company as a backend developer with 3 years of experience in Python and cloud infrastructure. A Munich-based SaaS company offers him a Software Engineer role at €56,000 gross per year on a permanent contract. The role falls under ISCO-08 group 25 (Information Technology Professionals), a designated shortage occupation. The salary clears the €45,934.20 shortage-occupation threshold under § 18g(1) AufenthG by a comfortable margin.

Tahmid submits his application through the Consular Services Portal at digital.diplo.de. He does not attach an apostille to any document. Germany’s objection to Bangladesh’s Hague accession means a Bangladeshi apostille carries no weight. He includes: the national visa application form, the signed employment contract, the Erklärung zum Beschäftigungsverhältnis completed by the Munich employer, his original B.Sc. CSE certificate and all semester transcripts with certified English translations, and 3 months of payslips. The Bundesagentur für Arbeit approves automatically (shortage occupation). The Embassy processes the visa in approximately 4 weeks. Tahmid registers in Munich and books a KVR Munich appointment for his EU Blue Card plastic card.

Settlement timeline: 21 months from first registration in Germany if Tahmid reaches B1 German by that point; 27 months at A1 with confirmed pension contributions (§ 18c(2) AufenthG).

Common mistakes for Bangladeshi applicants

  1. Paying for an apostille.Germany objected to Bangladesh’s Hague Apostille accession on 10 September 2024, so a Bangladeshi apostille has no legal effect for German authorities. Paying for one wastes money and does not satisfy any German authentication requirement.
  2. Not contacting the Embassy about document authentication. Standard consular legalization for Bangladeshi documents is suspended. The correct current procedure must be confirmed with Embassy Dhaka before you prepare your documents. Applying without this knowledge risks a return request or refusal.
  3. Submitting only the employment contract. The consulate requires the Erklärung zum Beschäftigungsverhältnis form, completed by your German employer, in addition to the signed contract. Many applicants miss this form entirely.
  4. Assuming H+ automatically means the degree is accepted. If your university is H+ in anabin but your specific programme is not listed in the comments field, the consulate can still ask for a ZAB Zeugnisbewertung. Check anabin before your appointment, not after.
  5. Applying from outside Bangladesh. You must have a permanent registered address in Bangladesh to apply at Embassy Dhaka. If you are temporarily abroad, you may need to apply at a German mission in your country of current residence.

When you need a lawyer

Most Blue Card applications from Bangladesh with a degree from an H+ institution do not require a lawyer. Consider one if:

  • Your university is H+/- (NSU and others) and your programme is not individually listed in anabin
  • You are applying under the IT exception (§ 18g(2) AufenthG) without a formal degree, where assembling convincing experience documentation requires care
  • The document authentication situation creates uncertainty about which procedure to follow before your appointment
  • Your employer needs guidance to complete the § 81a Vorabzustimmung fast-track

Frequently asked questions

Do Bangladeshi applicants need an apostille for the EU Blue Card?

No, and you must not use one. Bangladesh joined the Hague Apostille Convention on 30 March 2025, but Germany formally objected to Bangladesh's accession on 10 September 2024 under Article 12(2) of the Convention. That objection remains in effect, so a Bangladeshi apostille has no legal standing for German authorities. The German Embassy Dhaka has also suspended standard consular legalization for Bangladeshi documents; document verification, when required, is initiated only by German authorities themselves. Contact the Embassy Dhaka directly to confirm the current authentication procedure required for your specific documents.

Which German mission processes Blue Card applications for Bangladesh?

The German Embassy Dhaka is the only German mission in Bangladesh and handles all national visa applications, including the EU Blue Card and Chancenkarte. There is no consulate general or sub-mission. Applications are submitted through the Consular Services Portal at digital.diplo.de.

Will my Bangladeshi degree be recognised for the EU Blue Card?

Recognition depends on your institution and specific degree in the anabin database, not on nationality. Major public universities such as University of Dhaka and BUET (Bangladesh University of Engineering and Technology) are generally listed with H+ status, meaning their degrees can be assessed for equivalence with German qualifications, but ratings and the required degree-level listing change over time. If your institution carries H+/- status, or your specific programme is not listed in anabin's comments field, obtain a ZAB Statement of Comparability (Zeugnisbewertung) before your visa appointment. Always verify your institution and degree directly at anabin.kmk.org before applying.

What is the 2026 EU Blue Card salary threshold for IT professionals from Bangladesh?

€45,934.20 gross per year for ICT shortage occupations (ISCO-08 groups 25 and 133), covering software developers, data engineers, DevOps, cloud, ML/AI, and cybersecurity roles. The general threshold for other professions is €50,700. These figures apply regardless of nationality and are set by § 18g(7) AufenthG.

How long does the Blue Card application take from Bangladesh?

The German Embassy Dhaka states a minimum processing time of approximately 3 weeks for Blue Card applications. This is a floor, not a guarantee: processing can take longer depending on document verification requirements or Federal Employment Agency review. The § 81a Vorabzustimmung fast-track, initiated by your German employer, can reduce total time significantly.

Can I use the IT exception (no degree) for the Blue Card from Bangladesh?

Yes. Under § 18g(2) AufenthG, applicants without a formal degree who have at least 3 years of IT experience at graduate level within the last 7 years may apply for the Blue Card, provided the salary meets the €45,934.20 shortage-occupation threshold. The Bundesagentur für Arbeit (Federal Employment Agency) must approve the application, which it does routinely for qualifying IT roles.
