Germany Opportunity Card (Chancenkarte): Philippines 2026

Germany’s job-search visa for Filipino professionals. Move without a job offer, search for up to 12 months, then convert to a work visa once you have an offer.

Strong English proficiency and 4-year BS degrees from major Philippine universities make many Filipino tech professionals directly eligible for Route 1 (no points test required). No job offer is needed to apply. DFA apostille is required on academic documents.

Points example: typical Filipino software engineer

Here is a worked example for Maria, a 27-year-old software engineer from Cebu City with a BS Computer Science from the University of San Carlos (H+ rating in anabin), 3 years of post-graduation experience, and an IELTS score of 7.0 (C1):

CriterionPoints
Shortage occupation: software engineering (ISCO-08 group 25)1
2+ years qualifying post-graduation experience (in last 5 years)2

Maria also qualifies for Route 1 if the University of San Carlos is H+ in anabin and “BS Computer Science” is listed as “entspricht” for her institution. Check anabin for your specific university and programme title before selecting a route. Major universities frequently listed as H+ include the University of the Philippines system, De La Salle University, Ateneo de Manila University, and several regional state universities.

German missions in the Philippines

MissionCoverage
German Embassy ManilaAll of the Philippines (single mission)

All Filipino applicants apply at the German Embassy Manila regardless of where in the Philippines they reside. The Embassy accepts online applications via digital.diplo.de. Appointment availability varies; book as early as possible.

Common mistakes for Filipino applicants

  1. Submitting documents without DFA apostille. The Philippines is a Hague Convention member. German Embassy Manila requires DFA apostille on academic documents. Obtaining the apostille involves submitting original documents to the DFA Office of Consular Affairs. Allow 1–2 weeks for DFA processing.
  2. Assuming English medium of instruction replaces a language certificate. English C1 adds 1 point on the Chancenkarte points table. That point requires a formal certificate (IELTS, TOEFL iBT, Cambridge C1 Advanced). A school or university letter stating instruction was in English does not count.
  3. Using Certificate of Employment without supporting payslips and BIR Form 2316. A Certificate of Employment alone may not be sufficient to evidence qualifying work. Include payslips and BIR Form 2316 to corroborate the employment period and salary.
  4. Checking anabin by university name only.Verify that your specific programme title (e.g., “BS Computer Science”) is listed for your specific institution in anabin. Different universities list different programme names even for comparable degrees.

When you need a lawyer

Most well-documented Filipino Chancenkarte applications do not require a lawyer. Consider one if:

  • You have exactly 6 points and one criterion is borderline (e.g., the experience period is close to the 2-year minimum)
  • Your degree is from a university not listed in anabin for your specific programme title
  • You are currently in Germany on another visa and want to understand conversion options
  • Your application has been refused and you want advice on reapplication or appeal

Frequently asked questions

Do Filipino applicants need apostille for the Chancenkarte?

Yes. The Philippines is a member of the Hague Apostille Convention and German missions in the Philippines require apostille on academic documents. The Department of Foreign Affairs (DFA) is the competent authority for apostille. Obtain the DFA apostille on your degree certificate and transcript before your visa appointment.

Does a PRC Professional Regulation Commission licence help with the Chancenkarte?

A PRC licence demonstrates professional standing in the Philippines but is not a formal higher-education degree. It does not replace the degree requirement and does not directly add Chancenkarte points. Your 4-year BS degree is the qualifying credential. The PRC licence can support experience letters as evidence of regulated professional status.

Can I claim English language points as a Filipino applicant?

English C1 adds 1 point on the Chancenkarte points table. Even though English is widely used as a medium of instruction in the Philippines and is an official language, the consulate requires a formal certificate to award this point. You need IELTS (7.0+), TOEFL iBT (94+), Cambridge C1 Advanced, or an equivalent recognised certificate.

Which German mission handles Chancenkarte applications from the Philippines?

There is a single German mission in the Philippines: the German Embassy in Manila. All applicants from the Philippines apply there. The Embassy accepts online applications via digital.diplo.de.

What is the processing time for Chancenkarte applications from the Philippines?

Processing at the German Embassy Manila typically takes 4 to 10 weeks from appointment to visa decision. The § 81a fast-track procedure (which requires employer involvement) is not applicable to the Chancenkarte since no employer is involved. Apply well ahead of your planned travel date.
