Morocco-specific:Morocco joined the Hague Apostille Convention on 26 December 2016. Academic documents require a Moroccan apostille from the Ministry of Foreign Affairs. Points example: Moroccan software engineer

Here is a worked example for Youssef El Amrani, a 28-year-old software engineer from Casablanca with a Diplôme d’Ingénieur from ENSIAS (5-year programme, institution verified in anabin), 4 years of post-graduation experience, and an IELTS score of 6.5 (B2):

Youssef also qualifies under Route 1 because his Diplôme d’Ingénieur from ENSIAS is listed in anabin. Note: French language skills are common among Moroccan engineers but French does not award Chancenkarte points. Only German and English count. If Youssef adds a B1 German certificate, he gains an additional 2 points (total 8).

Common mistakes for Moroccan applicants

  1. Assuming a 3-year Licence automatically qualifies.A 3-year Licence corresponds to ISCED level 6 in EU frameworks, but German recognition under anabin depends on your specific institution and programme being listed. If your Licence is not individually listed in anabin’s comments as “entspricht,” get a ZAB Zeugnisbewertung before applying.
  2. Not obtaining an English language certificate. French is the medium of instruction at most Moroccan universities and is widely used professionally, but French does not award Chancenkarte points. If you need language points, you need an English (B2+) or German (A1+) certificate.
  3. Skipping the apostille step. Morocco joined the Hague Convention in December 2016. Academic documents without a Moroccan apostille will not be accepted by German missions.
  4. Not verifying which mission to apply to. Germany operates both an Embassy in Rabat and a Consulate General in Casablanca. Confirm which mission handles your application based on your region of residence before booking an appointment.

When you need a lawyer

Consider a lawyer if your degree is from an institution not yet rated in anabin, or your programme is not individually listed in the comments. Also consider one if your Licence is borderline in terms of German recognition, if you are combining experience from Morocco and a third country (France, Gulf), or if you are already in Europe and want to convert your permit status.

Frequently asked questions

Does a Moroccan Diplôme d'Ingénieur qualify for the Chancenkarte?

Yes, in most cases. The Diplôme d'Ingénieur from a Moroccan Grande École (such as ENSIAS, INPT, or EMI) is a 5-year programme after the baccalauréat, classified at ISCED level 7 (master's equivalent) in Germany. Major Moroccan engineering schools appear in anabin. Verify your specific institution and programme at anabin.kmk.org before applying. If your institution or programme is not listed, obtain a ZAB Statement of Comparability before your appointment.

Does a 3-year Licence (LMD) qualify?

It may. A 3-year Licence (Licence fondamentale) under the LMD system corresponds to ISCED level 6 in European frameworks. German authorities may accept it as equivalent to a bachelor's degree for Chancenkarte Route 1 purposes, but recognition depends on your specific institution and field of study appearing in anabin. If your Licence is not individually listed in anabin, a ZAB Statement of Comparability is essential before applying.

Do Moroccan applicants need an apostille?

Yes. Morocco joined the Hague Apostille Convention on 26 December 2016. Academic documents submitted to German authorities must carry a Moroccan apostille. The apostille is issued by the Moroccan Ministry of Foreign Affairs (Ministère des Affaires Étrangères). Confirm the current procedure with the Ministry before collecting documents, as the process for public university versus private institution documents may differ.

How many points do I need for the Chancenkarte?

At least 6 points from the statutory table under § 20b AufenthG. Software engineering (ISCO-08 group 25) is a shortage occupation and awards 1 point. Qualifying experience gives up to 4 points. Language skills (German A1 to B2+ or English B2+) give 1 to 3 points. Age under 35 gives 2 points. French language skills are not awarded points directly — only German and English count.

Which German mission in Morocco handles Chancenkarte applications?

Germany operates two missions in Morocco. The German Embassy in Rabat handles national visa applications. The German Consulate General in Casablanca also processes visa applications. Check the Auswärtiges Amt website to confirm which mission serves your region, as jurisdiction may be split by city or region of residence.
