No. Germany formally objected to Pakistan's accession to the Hague Apostille Convention on 24 October 2022, so a Pakistani apostille has no legal effect for German authorities. The required authentication chain is HEC attestation followed by MOFA (Ministry of Foreign Affairs) attestation, in that order. Paying for an apostille is wasted money.
Which German mission processes Blue Card applications in Pakistan?
Three German missions operate in Pakistan. Embassy Islamabad covers Punjab, Khyber Pakhtunkhwa, Gilgit-Baltistan, Azad Jammu & Kashmir, and the Islamabad Capital Territory. Consulate General Karachi covers Sindh and Balochistan. The Honorary Consul in Lahore does not issue visas. Jurisdiction is determined by your registered home address, not your employer's location.
Is an APS certificate required for the EU Blue Card from Pakistan?
No. APS certification is only required for student visas. Blue Card, Chancenkarte, and all employment visas do not require APS. The Akademische Prüfstelle Islamabad operates at the Embassy and processes APS files exclusively for study purposes.
What is the 2026 EU Blue Card salary threshold for Pakistani IT professionals?
€45,934.20 gross per year for ICT shortage occupations (ISCO-08 groups 25 and 133), including software, data, ML/AI, DevOps, cloud, cybersecurity, and full stack roles. The general threshold for other professions is €50,700. These figures are binding under § 18g(7) AufenthG.
Will my Pakistani degree be recognised for the Blue Card?
A 4-year B.Sc. Computer Science or B.Eng. Computer Engineering from an H+ institution listed in anabin, with the programme rated 'entspricht', is the standard path. NUST, UET, FAST-NUCES, GIKI, COMSATS, and major public universities are typically H+. Three-year BCS or B.Sc. (Hons) programmes do not map cleanly to a German bachelor's; obtain a ZAB Statement of Comparability (Zeugnisbewertung) before your appointment.
How do I submit a Blue Card application from Pakistan?
All long-term Pakistani visa applications go through the Consular Services Portal at digital.diplo.de, not through VFS Global. You complete the application online, upload documents, and book your in-person biometrics appointment via the portal. Embassy Islamabad and Consulate General Karachi share the same portal but operate separate appointment slots.
