Zara lives in Lahore (Punjab), so she applies at Embassy Islamabad. Pakistan is not a Hague Convention member with effect for Germany — a Pakistani apostille has no legal effect for German authorities since Germany objected on 24 October 2022. Pakistan-specific document requirements
- Authentication (not apostille): Pakistan is not a Hague Convention member with legal effect for Germany. Academic documents require HEC (Higher Education Commission) attestation first, then MOFA (Ministry of Foreign Affairs) attestation. Do not pay for an apostille — German missions will not accept it as an equivalent.
- Salary documents: 3 months of payslips plus an employer letter on letterhead. Bank statements covering the same period are accepted as supporting evidence.
- Application portal: All long-term Pakistani visa applications go through the Consular Services Portal at digital.diplo.de. Do not use VFS Global for national visa applications.
- Three-year degrees:A 3-year BCS or B.Sc. (Hons) from a Pakistani university does not map cleanly to a German bachelor’s. Obtain a ZAB Statement of Comparability (Zeugnisbewertung) before your consular appointment if your programme is 3 years.

- Paying for an apostille.A Pakistani apostille has no legal effect for German authorities because Germany objected to Pakistan’s Hague accession on 24 October 2022. The correct chain is HEC attestation then MOFA attestation. Many applicants waste money and time obtaining apostilles that missions will not accept.
- Applying through VFS Global. Pakistani national visa applications (Blue Card, Chancenkarte, all long-term work visas) go through the Consular Services Portal at digital.diplo.de. VFS Global handles short-term Schengen visas only. Using the wrong channel causes the application to be rejected at intake.
- Wrong mission. Lahore residents apply at Embassy Islamabad, not the Honorary Consul in Lahore. The Honorary Consul does not issue visas. Jurisdiction is set by your registered home address.
- Assuming a 3-year degree qualifies directly.A 3-year BCS or B.Sc. (Hons) is not directly equivalent to a German bachelor’s. Obtain a ZAB Zeugnisbewertung before applying. Missions cannot approve a degree that anabin does not individually list as “entspricht” or “gleichwertig”.
When you need a lawyer
Most Blue Card applications from Pakistan do not require a lawyer if your degree is from an H+ institution with the programme listed in anabin. Consider one if your institution is H+/- or unlisted, you are applying under the IT exception (§ 18g(2) AufenthG), or you have questions about the HEC and MOFA attestation chain for older documents.
