Do you qualify?
Java development sits within ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani Java developers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) applies with at least 3 years of professional Java development experience at graduate level.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of Java development experience in the last 7 years
Degree recognition for Pakistani qualifications
A 4-year B.Sc. Computer Science from an H+ institution with the programme listed as "entspricht" in anabin is the standard qualification. NUST, FAST-NUCES, COMSATS, LUMS, UET, and others offer 4-year CS programmes. Verify your institution and degree at anabin.kmk.org.
A 4-year B.Eng. Computer Engineering or Software Engineering from an H+ institution, PEC-accredited, also qualifies. The degree must be listed in anabin regardless of the institution's general H+ rating.
If your programme is 3 years, the German classification is uncertain. A ZAB Statement of Comparability gives you a formal German assessment before the appointment.
Two separate gates apply: the institution must be H+ in anabin, and your specific programme must be listed as "entspricht" or "gleichwertig" in the comments. H+ alone is not enough. If your programme is not listed, get a ZAB Zeugnisbewertung.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS or B.Eng. qualifies if your institution is H+ and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of Java development experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe production software engineering: application architecture, API design, system integration, performance work. Java maintenance and bug-fixing without design responsibility is harder to evidence at the required level.
Worked example: Hassan's Blue Card application
Hassan Khan, 30, Java developer, Islamabad to Hamburg
Hassan holds a 4-year B.Sc. Computer Science from FAST-NUCES Islamabad (2018). He checks FAST-NUCES in anabin and confirms his B.Sc. CS programme is listed as "entspricht einem deutschen Hochschulabschluss." HEC attests the degree and transcript; MOFA attests on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022.
His registered address is in Islamabad (ICT), so the file goes to Embassy Islamabad via the Consular Services Portal at digital.diplo.de.
Six years post-graduation across two Pakistan-based software houses and one Saudi Arabia-based banking project on a local contract. Java 17, Spring Boot 3, Hibernate, Maven, Kafka, Docker, PostgreSQL, and Redis. Promoted to senior developer in year 3, owning the microservices architecture for a trade settlement system processing 500,000 daily transactions.
Job offer: Senior Java Developer at a Hamburg logistics company, €56,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €56,000 clears the €45,934.20 shortage threshold. His employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Experience letters covering: job title, dates, specific technologies (Java version, Spring Boot, Hibernate, JPA, Maven/Gradle, Kafka, RabbitMQ, Docker, Kubernetes, microservices patterns, PostgreSQL, Oracle, MongoDB), the engineering scope of your work, and seniority. Add payslips.
On document authentication: A Pakistani apostille has no legal effect for German authorities because Germany formally objected to Pakistan's Hague accession. The authentication chain is HEC attestation, then MOFA attestation, then submission to the German mission. After your appointment, the Embassy may trigger Urkundenüberprüfung, a document verification by a Pakistani cooperation lawyer that can take a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Coordinate your start date with your employer early.

Common mistakes
Describing Java maintenance work as software engineering in Route 2 experience letters. The Federal Employment Agency looks for ISCO-08 group 25 engineering scope: system design, API architecture, performance optimisation, technical decision-making. Bug fixing and configuration changes without design involvement are harder to evidence at this level.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi. Wrong mission, rejected file.
Adding a Pakistani apostille. Germany objected to Pakistan's Hague accession. It has no legal effect. Use HEC and MOFA attestation.
Paying for APS. APS is for student visas only. Not required here.

Does Java maintenance experience qualify for Route 2?
It depends on the engineering scope. Maintenance roles that include architecture decisions, performance work, and API design can qualify. Pure bug fixing and configuration work without design responsibility is harder to evidence at the ISCO-08 group 25 level. Experience letters should describe the full scope, not just the technology stack.
Which German mission do I apply to from Pakistan?
Registered home address determines it. Embassy Islamabad: ICT, Punjab, KPK, Gilgit-Baltistan, AJK. Consulate General Karachi: Sindh, Balochistan. Honorary Consul Lahore: no visas.
Do I need APS for the Blue Card?
No. APS applies to student visas and university admission only. It has no role in the Blue Card or employment visa process.
