EU Blue Card Germany: Ghanaian Applicants 2026

Germany’s employer-sponsored work visa for highly qualified Ghanaian IT professionals. Requires a job offer, a recognised 4-year university degree, and a salary of at least €45,934.20 gross per year for ICT shortage occupations.

Ghana-specific:Ghana is a member of the Hague Apostille Convention. Academic documents submitted to German authorities must carry an apostille issued by Ghana’s Ministry of Foreign Affairs and Regional Integration (MFARI). HND qualifications from Technical Universities (formerly Polytechnics) are not equivalent to a university degree and do not qualify under Route 1. Germany has one mission in Ghana: the German Embassy in Accra, which handles all Ghanaian visa applications.

KNUST carries an H+ rating in anabin for its 4-year BSc programmes; his Computer Science programme is listed in the comments field, so no ZAB Zeugnisbewertung is required. He completed the National Service Scheme (NSS) in 2022 and holds his NSS completion certificate.

He has 3 years of software engineering experience at a Ghanaian fintech company, working on mobile money infrastructure (MTN MoMo payment systems). A Frankfurt-based payments software company offers him a Software Engineer role at €52,000 gross per year on a permanent contract. The role falls under ISCO-08 group 25 (Information Technology Professionals), a designated shortage occupation. The salary clears the €45,934.20 shortage-occupation threshold under § 18g(1) AufenthG.

Germany has one mission in Ghana, so Kwame applies at the German Embassy Accra. Ghana is a Hague Convention member, so apostille is required on academic documents, issued by the Ministry of Foreign Affairs and Regional Integration (MFARI). He submits: national visa application form, signed employment contract, Erklärung zum Beschäftigungsverhältnis completed by his German employer, BSc certificate and transcripts with MFARI apostille, NSS completion certificate, and 3 months of payslips. The Bundesagentur für Arbeit approves automatically (shortage occupation; no labour-market test). Processing takes approximately 10 weeks. Kwame registers in Frankfurt and books an Ausländerbehörde Frankfurt appointment for his EU Blue Card.

Settlement timeline: 21 months from registration if Kwame reaches B1 German; 27 months at A1 with confirmed pension contributions (§ 18g(3) AufenthG).

Ghana-specific document requirements

  • Apostille: Required. Ghana is a Hague Convention member. Academic documents must carry an apostille issued by the Ministry of Foreign Affairs and Regional Integration (MFARI).
  • Salary documents: 3 months of payslips plus an employer letter on letterhead confirming your position and salary. Bank statements covering the same period are accepted as supporting evidence.
  • NSS certificate: Recent graduates who completed the National Service Scheme should include their NSS completion certificate alongside degree documents. Bring the exemption certificate if you were exempt from national service.
  • HND holders: A Higher National Diploma from a Ghanaian Technical University does not qualify as a recognised degree for the standard Blue Card route. The IT exception under § 18g(2) AufenthG is available with 3 or more years of professional IT experience at university-graduate level.

Common mistakes for Ghanaian applicants

  1. Missing apostille. Ghana is a Hague Convention member. All academic documents require MFARI apostille regardless of when they were originally issued. Some applicants submit documents notarised by a Ghanaian solicitor instead, which German missions do not accept as equivalent.
  2. Missing the NSS certificate. The German Embassy Accra requests the NSS completion certificate alongside the degree for recent graduates. Missing it causes a return request and delays the application by 4 to 8 weeks.
  3. Assuming HND qualifies. HND from a Ghanaian Technical University does not meet the ISCED 6 threshold for the standard Blue Card route. This is a common source of rejected applications from applicants who attended institutions rebranded from Polytechnics to Technical Universities.
  4. Programme not listed in anabin. KNUST and University of Ghana are H+, but individual programmes must be listed in the anabin comments field for direct approval. If your exact programme is missing, obtain a ZAB Zeugnisbewertung before booking your consular appointment.

When you need a lawyer

Most Blue Card applications from Ghana do not require a lawyer. Consider one if your institution is H+/- in anabin, you are applying under the IT exception (§ 18g(2) AufenthG), or your programme is not individually listed and you need guidance on the ZAB process.

Which German mission handles Ghana Blue Card applications?

Germany has one mission in Ghana: the German Embassy in Accra, located at 6th Rangoon Close, Cantonments, Accra. All Ghanaian Blue Card and national visa applications are processed there. There is no Consulate General; the Embassy handles the entire country.

Does my BSc from KNUST or University of Ghana qualify for the Blue Card?

A 4-year BSc Computer Science or BSc Electrical/Computer Engineering from KNUST (Kwame Nkrumah University of Science and Technology) and the University of Ghana typically carries H+ ratings in anabin. Check your specific institution and programme at anabin.kmk.org before applying. If your programme is not individually listed in the anabin comments field, or your institution is H+/-, obtain a ZAB Statement of Comparability (Zeugnisbewertung) before your appointment.

Does an HND from a Ghanaian Technical University qualify for the Blue Card?

No. A Higher National Diploma (HND) from a Technical University (formerly a Polytechnic) is not equivalent to a university degree at ISCED level 6 and does not qualify for the Blue Card standard route under § 18g(1) AufenthG. The IT exception under § 18g(2) is available for applicants with 3 or more years of professional IT experience at university-graduate level.

Do I need my National Service Scheme certificate?

Recent graduates who completed the National Service Scheme (NSS) should include their NSS completion certificate alongside their degree documents when applying at the German Embassy Accra. The requirement is analogous to the NYSC certificate in Nigeria. Applicants who were exempt from national service should include their exemption certificate.
