Do you qualify?
SAP consulting has two distinct tracks with different ISCO-08 classifications and different salary thresholds. Read both carefully before applying.
Technical track (ABAP, BASIS, SAP BTP, Integration, Architecture): ISCO-08 group 2511/2512 — sub-major group 25, shortage occupation.
- Required salary: at least €45,934.20 gross/year (2026)
- § 18g(2) IT exception applies
Functional track (FI, CO, MM, SD, HCM, PP): ISCO-08 group 2421 (Management and organisation analysts) — sub-major group 24, not a shortage occupation.
- Required salary: at least €50,700 gross/year (2026)
- The § 18g(2) IT exception does not apply to the functional track
You also need a recognised degree and a German job offer for at least 6 months.
Degree recognition for Ghanaian qualifications
Technical track
The 4-year BSc Computer Science from KNUST, University of Ghana Legon, or University of Cape Coast is the standard credential. Verify at anabin.kmk.org that the institution is H+ and the programme is listed as "entspricht."
Functional track
The standard Ghanaian credentials are:
- BBA (Bachelor of Business Administration) from the University of Ghana Business School, KNUST School of Business, or another recognised Ghanaian university — 4 years, ISCED 6
- BSc Accounting or BSc Business Administration — 4 years, ISCED 6
- MBA or MSc Accounting — ISCED 7 if the institution and programme are in anabin
Check both the institution (H+) and the programme listing in anabin for your specific degree. BBA recognition in anabin varies — some programmes are listed as "entspricht einem deutschen Bachelorabschluss"; others are listed as "bedingt vergleichbar" (conditionally comparable), which weakens the file. Verify before applying.
GIMPA: GIMPA has been a university since 2004 under the GIMPA Act 626. Older diplomas issued before 2004 under the institute's pre-university status may have a different anabin entry — possibly as a non-university institution. Check whether anabin has one or two records for GIMPA and which one your diploma corresponds to. If unclear, get a ZAB Statement of Comparability.
HND from a Technical University: Does not qualify Route 1 for either track. § 18g(2) IT exception applies to the technical track only (if you have 3 years of ABAP/BASIS/BTP engineering experience). Functional track HND holders have no Blue Card path.

Two routes (technical track only)
Route 1 — degree: 4-year BSc CS from an H+ institution with the programme listed.
Route 2 — IT exception (§ 18g(2)): Technical track only. 3 of the last 7 years as a technical SAP consultant at university level. SAP certifications (SAP Certified Technology Associate — ABAP, BASIS, BTP) support the dossier but do not replace it.
The § 18g(2) IT exception does not apply to the functional track. Functional SAP consulting is business analysis (ISCO 2421), not IT work.
Worked examples
Technical: Kwesi's Blue Card application
Kwesi Asamoah, 30, SAP ABAP developer, Accra to Frankfurt
BSc Computer Science from KNUST (4 years, 2018). Checks KNUST and BSc CS in anabin. Apostille from MFARI. Applies at the German Embassy Accra.
Six years of SAP ABAP development at a Ghanaian ERP consultancy serving Anglophone West Africa — custom reports, user-exits, BAPIs, RFC-to-RFC integration, and a recent SAP S/4HANA migration project. Holds SAP Certified Technology Associate — ABAP for SAP HANA (supporting evidence).
Job offer: SAP Technical Consultant at a Frankfurt manufacturing company, €60,000 gross/year. Outcome: qualifies under Route 1 (shortage). Settlement permit at 21 months with German B1.
Functional: Ama's Blue Card application
Ama Boakye, 28, SAP FI/CO consultant, Accra to Munich
BBA from the University of Ghana Business School (4 years, 2020). Checks UG Business School in anabin to confirm H+ status and that the BBA programme appears in the comments. Apostille from MFARI. Applies at the German Embassy Accra.
Four years of SAP FI/CO configuration at a Ghanaian consulting firm. Job offer: SAP FI Consultant at a Munich automotive supplier, €51,500 gross/year.
Outcome: €51,500 clears the €50,700 general Blue Card threshold. Qualifies under Route 1. Note: if the offer had been €49,000, she would not qualify — functional SAP consulting has no shortage discount.
Document checklist
Route 1 (both tracks):
- Passport (at least 2 empty pages)
- Degree certificate with MFARI apostille
- Academic transcript with MFARI apostille
- anabin printout or ZAB Statement of Comparability
- Erklärung zum Beschäftigungsverhältnis
- Health insurance confirmation
Technical § 18g(2):
- Experience letters (ABAP version, modules, S/4HANA experience, BTP components, integration patterns, seniority) and payslips. SAP certifications as supporting attachments.

Common mistakes
Functional track applicants expecting the shortage-occupation threshold. ISCO 2421 is not on the shortage list. €50,700 applies. A job offer of €48,000 or €49,000 does not qualify, even with a recognised BBA degree.
GIMPA graduates not verifying which anabin record applies. GIMPA pre-2004 and post-2004 records may differ. If your diploma is from the period before the 2004 university act, the consulate may classify it under a non-university entry. Get a ZAB assessment if there is any ambiguity.
HND functional candidates assuming no path exists at all. Correct that there is no Blue Card path, but § 19c (work permit for professionals) or § 18a (skilled worker with qualification) may apply — these require full recognition of vocational qualifications, which is a different track. A lawyer can assess.
When you need a lawyer
Consider one for functional track applicants if your BBA is listed as "bedingt vergleichbar" rather than "entspricht" in anabin, if your salary offer is near the €50,700 threshold, or if you hold a pre-2004 GIMPA diploma.
