Do you qualify?

Software engineering is a shortage occupation in Germany under ISCO-08 group 25 (ICT professionals). Ghanaian software engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception also applies if you have at least 3 years of experience and no formal degree.

You need all three of the following:

  1. A job offer in Germany with a contract of at least 6 months
  2. A gross annual salary of at least €45,934.20 (2026 shortage threshold)
  3. A recognised university degree, or at least 3 years of software engineering experience in the last 7 years

Degree recognition for Ghanaian qualifications

Ghana's public universities operate on a 4-year bachelor's degree system. The BSc Computer Science or BSc Computer Engineering from a recognised Ghanaian university maps to a German bachelor's (ISCED level 6) and qualifies for the Blue Card, provided two conditions are met: the institution must be rated H+ in anabin, and your specific programme must be listed in the comments as "entspricht" (corresponds to) or "gleichwertig" (equivalent). Both conditions are required. An H+ institution rating alone is not clearance to apply.

The main Ghanaian universities offering computer science degrees — KNUST (Kwame Nkrumah University of Science and Technology), the University of Ghana (UG Legon), the University of Education Winneba, and University of Cape Coast — appear in anabin. Check your specific institution and your specific programme at anabin.kmk.org before making any application decision.

HND from Technical Universities does not qualify under Route 1. Higher National Diplomas awarded by Technical Universities (formerly Polytechnics) are classified below ISCED level 6. A 4-year BSc from a degree-granting institution and an HND from a Technical University are not equivalent for Blue Card purposes, even if both are described as "higher education" informally. If you hold an HND, the IT specialist exception under § 18g(2) AufenthG is the path worth exploring.

Two routes to the Blue Card

Route 1: University degree

Your 4-year BSc CS or BSc CE from a recognised Ghanaian university qualifies if your institution is H+ in anabin and your programme is individually listed as "entspricht". If your institution is H+ but your programme is not listed, get a ZAB Statement of Comparability before your appointment. The consulate officer cannot approve a file where the degree is unlisted.

Route 2: IT specialist without a degree (§ 18g(2))

At least 3 years of software engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe actual production engineering work with specific technologies, architecture decisions, and seniority level. Maintenance, helpdesk, and IT support roles without engineering design responsibility are routinely rejected by the Federal Employment Agency under this route.

Worked example: Ato's Blue Card application

Ato Owusu, 29, backend software engineer, Accra to Berlin

Ato holds a 4-year BSc Computer Science from KNUST (2018). Before starting any applications, he checked KNUST in anabin and confirmed that his institution is H+ and that his specific programme is listed in the comments. He proceeds directly to Route 1.

Document authentication: Ato requests apostille on his degree certificate and academic transcript from Ghana's Ministry of Foreign Affairs and Regional Integration (MFARI). Ghana is a member of the Hague Apostille Convention, so a MFARI apostille is the correct authentication for German authorities. No further legalisation is required.

He applies at the German Embassy Accra, the sole German mission in Ghana. All Ghanaian applicants regardless of city or region file their applications there.

Work history: 6 years total, first 2 years at a Ghanaian fintech, then 4 years as a backend engineer at a Nairobi-based SaaS company working remotely. Python, Django REST Framework, PostgreSQL, Redis, Celery, AWS (EC2, RDS, Lambda). Led a team of 3 engineers and owned the API for a loan origination system serving 400,000 users.

Job offer: Software Engineer at a Berlin healthtech company, €57,000 gross/year, 18-month contract.

Outcome: qualifies under Route 1 (§ 18g AufenthG). €57,000 clears the €45,934.20 shortage threshold for ISCO-08 group 25. His employer submits the Erklärung zum Beschäftigungsverhältnis and the consulate forwards it to the Federal Employment Agency. Settlement permit at 21 months of Blue Card employment plus German at B1 (§ 18c(2) AufenthG).

What changes the outcome: if Ato's KNUST programme were not listed individually in anabin, he would need a ZAB Statement of Comparability before the appointment. If he held an HND, he would need to apply under Route 2 and demonstrate 3 years of engineering-level experience with sufficient scope.


Document checklist (Ghana to Germany, 2026)

Route 1 (with degree):

  • Valid passport (issued within 10 years, at least 2 empty pages)
  • Degree certificate with MFARI apostille
  • Academic transcript with MFARI apostille
  • anabin printout for your institution and degree, or ZAB Statement of Comparability if your programme is not individually listed
  • Employment Declaration (Erklärung zum Beschäftigungsverhältnis) completed by your German employer
  • Health insurance certificate from your German employer's insurer

Route 2 (IT exception, no degree):

Replace the degree documents with experience letters from each employer: job title, employment dates, the specific technologies you worked with (React, Node.js, Python, Java, TypeScript, PostgreSQL, MongoDB, Docker, Kubernetes, AWS/GCP/Azure), your engineering responsibilities, and your seniority level. Add payslips for each period of employment.

Apostille, answered plainly:

Ghana is a member of the Hague Apostille Convention. A MFARI apostille is the standard authentication for Ghanaian documents submitted to German authorities. No separate legalisation or notarisation chain is required on top.


Which German mission handles your application

Germany operates one mission in Ghana: the German Embassy in Accra. All Ghanaian applicants file their visa applications there regardless of which city or region they live in.

Employment visa appointments are booked through the Consular Services Portal at digital.diplo.de.


After approval: settlement permit timeline

  • 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
  • 27 months of Blue Card employment plus German at A1 → settlement permit

Common mistakes

Assuming an HND qualifies for Route 1. HNDs from Technical Universities are below ISCED level 6 and do not qualify. The 4-year BSc from a degree-granting university and the HND are not the same credential for German immigration purposes.

Not checking anabin before applying. An H+ institution rating in anabin is necessary but not sufficient. Your specific degree programme must also appear individually in the comments as "entspricht" or "gleichwertig". If it is not listed, get a ZAB Statement of Comparability before your appointment.

Confusing WAEC school certificates with degree documents. WAEC certificates and BECE results are secondary school qualifications. They are not degree certificates and do not need apostilles for the Blue Card file. The apostille requirement applies to your university degree and transcript.

Getting apostille from the wrong authority. The apostille for Ghanaian academic documents must come from MFARI. Apostilles from notaries or regional offices are not valid for the Hague Convention purposes.


When you need a lawyer

Consider one if your university is listed as H+/- in anabin or your specific programme is unlisted, if your degree is not a standard 4-year BSc (for example, a 3-year BSc or an HND), if you are applying under Route 2 (IT exception) and your work has been primarily support or maintenance rather than engineering design, or if you are 45 or older with a salary below €55,770 (an additional pension provision requirement applies at that threshold).
