Do you qualify?

Java development is classified under ISCO-08 group 2514 (Applications programmers) — within sub-major group 25, a shortage occupation in Germany. You need:

  1. A job offer in Germany for at least 6 months
  2. A gross annual salary of at least €45,934.20 (2026 shortage threshold)
  3. A recognised degree, or 3 years of Java development experience at university level in the last 7 years

Degree recognition for Ghanaian qualifications

The 4-year BSc Computer Science from KNUST, University of Ghana Legon, University of Cape Coast, or another recognised Ghanaian university is the standard credential. Java is taught across all major Ghanaian CS programmes — the degree title matters more than the technology stack listed on the transcript. Verify at anabin.kmk.org that your institution is H+ and your specific programme is listed as "entspricht" or "gleichwertig".

HND from a Technical University: Does not qualify Route 1. The § 18g(2) IT exception is viable — Java is one of the more straightforward roles to evidence under this route, given how commonly Ghanaian HND graduates work in Java web development. Experience letters must describe application architecture and API design, not only feature implementation.

Two routes to the Blue Card

Route 1 — degree: 4-year BSc CS from an H+ institution with the programme listed.

Route 2 — IT exception (§ 18g(2)): 3 of the last 7 years of Java development at university level. Experience letters must describe application architecture, REST API design, domain modelling, and technical decisions — not only implementing specs against existing code.

Worked example: Maame Esi's Blue Card application

Maame Esi Amoah, 28, Java developer, Accra to Stuttgart

BSc Computer Science from KNUST (4 years, 2020). Checks KNUST and the BSc CS programme in anabin. Apostille from MFARI on degree and transcript. Applies at the German Embassy Accra.

Four years of experience: Java 17, Spring Boot 3, Spring Security, JPA/Hibernate, PostgreSQL, Redis, REST and GraphQL APIs, Docker, Jenkins CI/CD, SonarQube. Senior developer on the backend of a Ghanaian mobile banking app serving 800,000 users. Designed the transaction reconciliation service processing GHS 50 million per day.

Job offer: Java Backend Developer at a Stuttgart automotive software company, €55,000 gross/year. Outcome: qualifies under Route 1. Settlement permit at 21 months with German B1.

Common mistakes

HND holders applying under Route 1. HNDs are below ISCED 6. § 18g(2) is the path — experience letters must show engineering design scope.

Programme not individually listed in anabin. H+ at institution level is necessary but not sufficient. The specific BSc CS programme must appear in anabin comments as "entspricht."

Experience letters without architecture detail. "Developed REST APIs using Spring Boot" describes implementation. "Designed the domain model and defined the REST contract for a payment processing API handling 800K monthly transactions, reducing latency by 40% through caching with Redis" describes engineering.
