Do you qualify?
DevOps engineering falls under ISCO-08 group 2519 (Software and applications developers NEC) or 2522 (Systems administrators) — both within sub-major group 25, a shortage occupation in Germany. You need:
- A job offer in Germany for at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised degree, or 3 years of DevOps engineering experience at university level in the last 7 years
Degree recognition for Ghanaian qualifications
The 4-year BSc Computer Science or BSc Computer Engineering from KNUST, University of Ghana Legon, University of Cape Coast, or another recognised Ghanaian university is the standard qualifying credential. Verify at anabin.kmk.org that your institution is H+ and your specific programme is listed as "entspricht" or "gleichwertig".
"DevOps engineer" does not appear on a Ghanaian university diploma — the consulate and Federal Employment Agency assess whether the underlying CS/CE degree matches the job description. The Erklärung zum Beschäftigungsverhältnis from your employer should describe the role in engineering terms: CI/CD pipeline design, infrastructure as code, container orchestration architecture.
HND from a Technical University: Does not qualify Route 1. § 18g(2) is viable for experienced practitioners with 3 years of engineering-scope work — Kubernetes administration and alert triaging alone do not meet the threshold; IaC authorship, platform design, and SLO ownership do.

Two routes to the Blue Card
Route 1 — degree: 4-year BSc CS or CE from an H+ institution with the programme listed in anabin.
Route 2 — IT exception (§ 18g(2)): 3 of the last 7 years of DevOps work at university level. Experience letters must describe CI/CD design, IaC authorship (Terraform, Ansible, Pulumi), container orchestration architecture, and reliability decisions. Certifications (CKA, Terraform Associate, AWS DevOps Professional) are supporting evidence only — they do not substitute for the experience record.
Worked example: Kojo's Blue Card application
Kojo Amponsah, 29, DevOps engineer, Kumasi to Berlin
BSc Computer Engineering from KNUST (4 years, 2019). Checks KNUST and the BSc CE programme in anabin. Apostille from MFARI on degree and transcript. Applies at the German Embassy Accra.
Five years of experience: 1 year managing Linux servers at a Kumasi ISP, then 4 years building the DevOps platform at a Ghanaian SaaS company — GitHub Actions CI/CD, Terraform (AWS: EKS, RDS, S3, CloudFront), Prometheus/Grafana, ArgoCD for GitOps. Reduced deployment cycle from 2 days to 45 minutes. Holds CKA (supporting evidence only).
Job offer: DevOps Engineer at a Berlin software company, €58,000 gross/year. Outcome: qualifies under Route 1. Settlement permit at 21 months with German B1.

Route 1:

After approval: settlement permit timeline
- 21 months Blue Card + German B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months Blue Card + German A1 → settlement permit
Common mistakes
Experience letters describing monitoring and incident response only. Ticket-closing and alert-triage are operations tasks. Describe the systems you designed: pipeline architecture, IaC modules authored, platform decisions with measurable outcomes.
HND holders expecting Route 1 to apply. HNDs are below ISCED 6. § 18g(2) is the only path, and requires engineering-scope work — not only administration.
Certifications listed as the qualifying credential. CKA, AWS DevOps Pro, and Terraform Associate are not degree equivalents and do not count toward the § 18g(2) 3-of-7-years requirement.
