Do you qualify?

Cloud engineering falls under ISCO-08 group 2519 (Software and applications developers NEC), 2522 (Systems administrators), or 2523 (Computer network professionals) — all within sub-major group 25, a shortage occupation in Germany. Classification depends on whether the role is design-led, operations-led, or network-architecture-led. You need:

  1. A job offer in Germany for at least 6 months
  2. A gross annual salary of at least €45,934.20 (2026 shortage threshold)
  3. A recognised degree, or 3 years of cloud engineering experience at university level in the last 7 years

Degree recognition for Ghanaian qualifications

The 4-year BSc Computer Science or BSc Computer Engineering from KNUST, University of Ghana Legon, or University of Cape Coast is the standard credential. Verify at anabin.kmk.org that your institution is H+ and your programme is listed as "entspricht" or "gleichwertig".

"Cloud engineer" does not appear on any Ghanaian university diploma. The consulate evaluates whether the underlying CS/CE engineering degree aligns with the job description. The Erklärung zum Beschäftigungsverhältnis should describe the role in infrastructure engineering terms: multi-region architecture, IaC design, FinOps, and security posture decisions.

HND from a Technical University: Does not qualify Route 1. The § 18g(2) IT exception is viable for experienced cloud engineers — marginal for those whose work has been primarily provisioning and monitoring rather than infrastructure design. Cloud certifications (AWS Solutions Architect Professional, Azure Expert, GCP Pro Cloud Architect) support the dossier as evidence of technical depth but do not substitute for the 3-of-7-years employment record or for a qualifying degree.

Two routes to the Blue Card

Route 1 — degree: 4-year BSc CS or CE from an H+ institution with the programme listed.

Route 2 — IT exception (§ 18g(2)): 3 of the last 7 years of cloud engineering at university level. Experience letters must describe infrastructure design decisions — IaC authorship, multi-region architecture, capacity planning, cost optimisation, security architecture — not only provisioning and monitoring.

Worked example: Kweku's Blue Card application

Kweku Antwi, 31, cloud engineer, Accra to Düsseldorf

BSc Computer Engineering from KNUST (4 years, 2017). Checks KNUST and the BSc CE programme in anabin. Apostille from MFARI on degree and transcript. Applies at the German Embassy Accra.

Seven years of experience: 2 years as a systems administrator at a Ghanaian ISP (Linux, VMware, Cisco), then 5 years as a cloud engineer at a Lagos-based e-commerce company (AWS: EKS, RDS, ElastiCache, CloudFront, Route 53; Terraform for all infrastructure; implemented multi-region active-active deployment reducing downtime by 99.2%). Holds AWS Solutions Architect Professional (supporting evidence only).

Job offer: Senior Cloud Engineer at a Düsseldorf logistics group, €63,000 gross/year. Outcome: qualifies under Route 1. Settlement permit at 21 months with German B1.

  • 27 months Blue Card + German A1 → settlement permit

Common mistakes

Cloud certifications listed as the primary qualifying credential. AWS SAP, Azure Expert, and GCP Pro Cloud Architect are not degree equivalents and do not count toward the § 18g(2) experience requirement.

Experience letters focused on provisioning and monitoring. Describe architecture decisions, IaC modules you authored, cost optimisations you designed, and reliability improvements you owned — not the tools you used to monitor someone else's infrastructure.

HND holders assuming § 18g(2) is straightforward. It is viable but requires engineering-scope experience. Provisioning virtual machines and monitoring dashboards is operations work. Architecture, IaC, and platform design is engineering work.
