Do you qualify?
Data engineering sits within ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani data engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) AufenthG also applies if you have at least 3 years of professional data engineering experience.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of data engineering experience in the last 7 years
Which Pakistani degrees qualify?
The relevant degree types for data engineering are broader than for pure software roles.
A 4-year computer science or computer engineering degree from an H+ institution with the programme listed as "entspricht" in anabin is the most straightforward path. Major Pakistani universities (NUST, FAST-NUCES, COMSATS, LUMS, UET) offer qualifying 4-year programmes, but the exact programme title matters: NUST lists Bachelor of Software Engineering; UET lists BS Computer Engineering. Verify your institution and your specific degree title at anabin.kmk.org.
A 4-year B.Sc. Statistics or B.Sc. Mathematics from an H+ institution can also qualify if the degree is listed as "entspricht" in anabin. German employers in data engineering increasingly accept quantitative degrees. The degree itself must be explicitly rated, though, not just the university. If your mathematics or statistics programme is not listed in the anabin comments, get a ZAB Zeugnisbewertung before applying.
For M.Sc. Data Science or M.Sc. Statistics: recognised if the underlying bachelor's is also recognised. A 4-year B.Sc. plus any recognised master's is a strong file. The 2-year B.Sc. alone would not qualify under Route 1.
The same two-step rule applies here as for all Pakistani degrees. H+ at institution level is necessary but not sufficient. Your specific programme must also appear as "entspricht" or "gleichwertig" in the comments. If it is not listed individually, the consulate cannot approve the file without a ZAB.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS, B.Sc. Statistics, or B.Sc. Mathematics qualifies if your institution is H+ in anabin and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of data engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe production data work: building and maintaining pipelines, working with distributed processing frameworks, designing data models, managing data warehouse infrastructure. Ad hoc reporting and BI dashboard work without engineering scope does not meet the standard.
Worked example: Ahmed's Blue Card application
Ahmed Qureshi, 29, data engineer, Lahore to Frankfurt
Ahmed holds a 4-year B.Sc. Computer Science from COMSATS University Lahore (2019). Before applying, he checks COMSATS in anabin and confirms his B.Sc. CS programme is listed as "entspricht einem deutschen Hochschulabschluss." He also obtains HEC attestation on his degree certificate and transcript, then MOFA attestation on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022, so a Pakistani apostille has no legal effect for German authorities.
His registered address is in Lahore, Punjab, so jurisdiction sits with Embassy Islamabad. He applies through the Consular Services Portal at digital.diplo.de.
Five years post-graduation: a Lahore-based e-commerce company and a Dubai-based fintech on a remote contract. Python, Apache Spark, dbt, Apache Airflow, Snowflake, PostgreSQL, and AWS (S3, Glue, Redshift). Designed and owned the company's core ETL pipeline from scratch, reducing daily data processing time from 6 hours to 45 minutes.
Job offer: Senior Data Engineer at a Frankfurt financial services firm, €56,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €56,000 clears the €45,934.20 shortage threshold for ISCO-08 group 25. His employer files the Erklärung zum Beschäftigungsverhältnis and the consulate sends it to the Federal Employment Agency. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) completed by your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Experience letters from each employer: job title, employment dates, specific tools and frameworks (Python, Spark, dbt, Airflow, Kafka, Snowflake, BigQuery, Redshift, PostgreSQL, AWS/GCP/Azure data services), the engineering scope of your work, and your seniority level. Add payslips for each period. BI analyst and reporting-only experience does not qualify.
On document authentication: Pakistan can issue apostilles via MOFA. They have no legal effect for German authorities because Germany formally objected to Pakistan's Hague accession. Do not add one. The correct chain is HEC attestation (degrees and transcripts), then MOFA attestation, then submission to the German mission. After your appointment, the Embassy may trigger Urkundenüberprüfung, a document verification by a Pakistani cooperation lawyer that takes a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Your documents can be held at the mission for an extended period. Coordinate your start date with your employer accordingly.

Long-term employment visa applications do not go through VFS Global at Embassy Islamabad. The Consular Services Portal is the correct channel.
After approval: settlement permit timeline
- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit

Common mistakes
Assuming a B.Sc. Statistics or B.Sc. Mathematics automatically qualifies. The degree must be individually listed as "entspricht" or "gleichwertig" in anabin, not just the university. Quantitative degrees without an explicit listing need a ZAB Zeugnisbewertung before the appointment.
Describing BI and reporting experience as data engineering in experience letters. The Federal Employment Agency expects ISCO-08 group 25 level engineering work: building pipelines, designing data infrastructure, working with distributed systems. Dashboarding and SQL querying without the engineering layer is not enough for Route 2.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi. The wrong mission rejects the file.
Paying for APS. APS is for student visas only. Not required for the Blue Card, Chancenkarte, or any employment-based visa.
When you need a lawyer
Consider one if your degree is a quantitative subject (Statistics, Mathematics) and your specific programme is not listed in anabin, if your experience sits at the boundary between BI analytics and data engineering, if Urkundenüberprüfung has been triggered and the delay is affecting your contract start date, or if you are 45 or older with a salary below €55,770.

Reporting and dashboard work does not meet the threshold. If your experience spans both, ensure the engineering scope is described specifically in your letters.
