Do you qualify?
The Chancenkarte lets you move to Germany without a job offer and search for data engineering roles for up to 12 months, then convert to a Blue Card or work permit once you have an offer.
To apply, you need a qualifying higher-education degree of at least 3 years (ISCED level 6 or higher), a state-recognised vocational qualification of at least 2 years, or an AHK Category A certificate. A 4-year B.Sc. CS or B.Sc. Statistics from a Pakistani university meets the degree requirement.
Two routes exist: Route 1 if your degree is fully recognised in Germany (no points needed), or Route 2 with at least 6 points from the points table.

Check your institution at anabin.kmk.org. H+ at institution level and "entspricht" at degree level are separate checks. Both must be true for Route 1.

Profile A: 4-year B.Sc. CS (programme unlisted in anabin), 4 years data engineering experience, age 29, IELTS 7.0 (C1): 1 (shortage) + 2 (experience) + 2 (age under 35) + 1 (English C1) = 6 points ✓
Profile B: 4-year B.Sc. Statistics (ZAB partial equivalence obtained), 3 years experience, age 27: 4 (partial equiv) + 1 (shortage) + 2 (experience) + 2 (age under 35) = 9 points ✓
Profile C: 3-year BCS, 1 year experience, age 34, no language certificates: 1 (shortage) + 0 (below 2-year threshold) = 1 point. Does not qualify. Not enough without additional language study or experience.
Financial requirement
€13,092 in a Sperrkonto before your visa appointment (§ 20a(4) AufenthG). The figure German missions apply in 2025-2026 is €1,091/month (€13,092/year). Verify the current amount with your mission before opening an account. Also budget €500 for the return ticket reserve Embassy Islamabad lists.
Sperrkonto providers: Fintiba, Coracle, Expatrio. Open the account at least two weeks before your appointment.

- Part-time employment: up to 20 hours per week on average
- Trial employment (Probebeschäftigung): up to 2 weeks per employer

Mehwish Naqvi, 26, data engineer, Lahore to Germany
Mehwish holds a 4-year B.Sc. Statistics from the University of the Punjab Lahore (2021). The University of the Punjab is H+ in secondary sources; she checks anabin directly and finds her B.Sc. Statistics programme is not listed in the comments. She goes with Route 2.
Profile: 2 years post-graduation building Spark pipelines for a Lahore-based logistics company, age 26, IELTS 7.5 (C1 English), no German. Points: 1 (shortage) + 2 (experience) + 2 (age under 35) + 1 (English C1) = 6 points exactly.
HEC attests her degree and transcript; MOFA attests on top. No apostille. Germany formally objected to Pakistan's Hague accession on 24 October 2022. Her registered address is in Lahore, Punjab, so she applies to Embassy Islamabad. She opens a Fintiba Sperrkonto (€13,092) two weeks before the appointment.
After arriving in Berlin, she conducts technical interviews while working 15 hours per week as a part-time data analyst. Converts to a Blue Card five months after arrival.

Common mistakes
Adding a Pakistani apostille. No legal effect for Germany. Use HEC and MOFA attestation.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi. Wrong mission, rejected file.
Counting BI analyst experience as data engineering for the points table. Experience letters must describe pipeline and infrastructure engineering work at the ISCO-08 group 25 level. Dashboard and reporting roles are harder to evidence.

Frequently asked questions
Does a B.Sc. Statistics qualify for the Chancenkarte?
Yes, if the institution is H+ and the programme is listed as "entspricht" in anabin (Route 1), or if you can accumulate 6 points (Route 2). A statistics degree from an H+ institution with an unlisted programme still gives you the shortage occupation point and can reach 6 with experience and language certificates.
Do I need APS for the Chancenkarte?
No. APS applies to student visas and university admission only.
