Do you qualify?
Cloud engineering sits within ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani cloud engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) applies with at least 3 years of professional cloud engineering experience at graduate level.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of cloud engineering experience in the last 7 years
Degree recognition and the certifications question
A 4-year B.Sc. Computer Science or B.Eng. Computer Engineering from an H+ institution with the programme listed as "entspricht" in anabin is the standard qualification for cloud roles. Check your institution and specific programme at anabin.kmk.org.
On certifications: AWS Solutions Architect, Google Cloud Professional, and Microsoft Azure certifications demonstrate platform competence and strengthen your profile. They do not substitute for the degree requirement under Route 1, and they do not substitute for engineering experience under Route 2. Include them in your file and CV; they are not the qualification.
For 3-year programmes: a ZAB Statement of Comparability gives you the formal German classification before your appointment, which is worth having rather than relying on the consulate officer's assessment on the day.
The two-step check applies here as for all Pakistani degrees. H+ at institution level is one gate. Your specific programme listed as "entspricht" or "gleichwertig" in the anabin comments is the second. If your programme is not individually listed, get a ZAB Zeugnisbewertung before applying.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS or B.Eng. qualifies if your institution is H+ and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of cloud engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe cloud infrastructure engineering: designing and managing cloud architectures, infrastructure as code, cloud migration projects, multi-region deployment, cost optimisation at scale. Cloud support and operations without engineering design responsibility generally does not meet the Federal Employment Agency's Route 2 standard.
Worked example: Zain's Blue Card application
Zain Butt, 28, cloud engineer, Karachi to Frankfurt
Zain holds a 4-year B.Sc. Computer Engineering from GIKI (Ghulam Ishaq Khan Institute) (2019). He checks GIKI in anabin and verifies his programme is listed as "entspricht einem deutschen Hochschulabschluss." HEC attests the degree and transcript; MOFA attests on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022.
His registered address is in Karachi, Sindh, so the file goes to Consulate General Karachi via the Consular Services Portal.
Four years post-graduation at a Karachi-based fintech and a UK-based insurtech on a remote contract. AWS (EKS, Lambda, CloudFormation, RDS, S3, IAM), Terraform, Docker, Kubernetes, and GitHub Actions. AWS Solutions Architect Professional certified. Led the migration of a monolithic application to a serverless microservices architecture on AWS, reducing infrastructure costs by 34%.
Job offer: Cloud Engineer at a Frankfurt bank's platform team, €55,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €55,000 clears the €45,934.20 shortage threshold. His employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
- Health insurance certificate from your German employer's insurer
- Cloud certification copies (supplementary, not the primary qualification)
Route 2 (IT exception, no degree):
Experience letters covering: job title, dates, specific platforms and tools (AWS/GCP/Azure services used, Terraform, Pulumi, Ansible, Docker, Kubernetes, CI/CD tooling, monitoring stack), the engineering scope, and seniority. Add payslips.
On document authentication: A Pakistani apostille has no legal effect for German authorities because Germany formally objected to Pakistan's Hague accession. Authentication chain: HEC attestation, then MOFA attestation, then submission to the German mission. After your appointment, the Embassy may commission a Pakistani cooperation lawyer for Urkundenüberprüfung, which the Embassy states can take a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Plan your start date accordingly.

- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit

Common mistakes
Treating cloud certifications as substitutes for a degree or experience qualification. AWS, GCP, and Azure certifications are professional credentials, not recognised academic qualifications under German immigration law. They belong in the file as supporting documents.
Describing cloud operations and support as cloud engineering in Route 2 letters. Monitoring dashboards, responding to alerts, and managing user access without infrastructure design responsibility does not meet the ISCO-08 group 25 standard. Experience letters must describe architecture decisions, IaC ownership, and engineering scope.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi.
Paying for APS. Not required for the Blue Card or any employment visa.

Frequently asked questions
Do AWS or Azure certifications substitute for a degree on the Blue Card?
No. Cloud certifications demonstrate platform competence but are not recognised academic qualifications under German immigration law. Route 1 requires a university degree. Route 2 requires qualifying engineering experience. Include certifications in your file as supporting documents.
Does cloud operations experience qualify for Route 2?
It depends on the engineering scope. Roles that include architecture design, IaC, and cloud migration ownership can qualify. Support and monitoring roles without engineering design responsibility are harder to evidence at the ISCO-08 group 25 level.
Which German mission do I apply to?
Registered home address determines it. Embassy Islamabad: ICT, Punjab, KPK, Gilgit-Baltistan, AJK. Consulate General Karachi: Sindh, Balochistan. Honorary Consul Lahore: certified copies only.
