Do you qualify?

The Blue Card route depends on whether your SAP role is technical or functional. This matters more than any other consideration in your file.

Technical SAP roles (ABAP development, Basis administration, SAP architecture, S/4HANA conversion) sit within ISCO-08 group 25 (ICT professionals), a shortage occupation. The salary threshold is €45,934.20 and the IT specialist exception is available.

Functional SAP roles (FI/CO, MM, SD, HR, PP, WM/EWM configuration without ABAP) typically fall under ISCO-08 group 242 (business and administration professionals). The salary threshold is €50,700 and the IT exception does not apply. A degree is always required.

To qualify, you need all three:

  1. A job offer in Germany with a contract of at least 6 months
  2. A gross annual salary meeting the threshold for your ISCO classification (see below)
  3. A recognised university degree, or, for technical SAP only, at least 3 years of professional SAP engineering experience

Which degrees qualify for SAP roles?

For technical SAP roles (ISCO-08 group 25): a 4-year B.Sc. Computer Science or B.Eng. Computer Engineering from an H+ institution with the programme listed as "entspricht" in anabin. The IT exception is also available with 3 years of qualifying technical SAP experience.

For functional SAP roles (ISCO-08 group 242), business and accounting degrees also qualify alongside CS degrees:

  • B.Sc. Accounting, 4-year B.Com (Honours), or B.Sc. Economics (for FI/CO, MM roles)
  • B.Sc. Business Administration
  • B.Eng. Industrial Engineering (for PP and MM roles)

All must be from an H+ institution with the specific programme listed as "entspricht" in anabin. Check your institution and degree at anabin.kmk.org.

The two-step check applies here too. An H+ institution rating does not clear the file on its own. The degree programme must also appear in the anabin comments as "entspricht" or "gleichwertig." If it does not, get a ZAB Zeugnisbewertung before applying.

SAP certifications (SAP Certified Application Associate, SAP Certified Development Associate) demonstrate module knowledge. They are supporting documents, not recognised qualifications.

Two routes to the Blue Card (technical SAP only)

Route 1: University degree

A 4-year B.Sc. CS or B.Eng. (for technical) or 4-year B.Com (Honours) / B.Sc. Accounting (for functional) from an H+ institution with "entspricht" listed in anabin. The standard 2-year B.Com does not qualify.

Route 2: IT specialist without a degree (§ 18g(2), technical SAP only)

At least 3 years of technical SAP experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe ABAP development, Basis administration, or SAP architecture work. Pure functional configuration does not qualify for Route 2.

Worked example: Ayesha's Blue Card application

Ayesha Baig, 34, SAP FI/CO consultant, Lahore to Düsseldorf

Ayesha holds a 4-year B.Sc. Accounting from the University of the Punjab Lahore (2014). She checks the University of the Punjab in anabin and confirms her B.Sc. Accounting programme is listed as "entspricht einem deutschen Hochschulabschluss." HEC attests the degree and transcript; MOFA attests on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022.

Her registered address is in Lahore, Punjab, so the file goes to Embassy Islamabad via the Consular Services Portal at digital.diplo.de.

Nine years of SAP FI/CO consulting: implementations for a Pakistani textile group, an oil and gas company in Abu Dhabi, and a Saudi FMCG company. Specialises in General Ledger, Accounts Payable, Profit Centre Accounting, and S/4HANA Finance migration. No ABAP involvement.

Job offer: SAP FI/CO Senior Consultant at a Düsseldorf management consultancy, €70,000 gross/year, 24-month contract.

Outcome: qualifies under Route 1 (§ 18g AufenthG). Her role is functional FI/CO without ABAP, classified under ISCO-08 group 242. The applicable threshold is €50,700. At €70,000, she clears it. Her employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).

What changes the outcome: if her salary offer were €48,000, the application would fail. €48,000 exceeds the shortage threshold of €45,934.20 but falls short of the general threshold of €50,700 that applies to functional SAP roles. Checking which threshold applies before signing the contract is critical.


Document checklist (Pakistan to Germany, 2026)

Route 1 (with degree):

  • Valid passport (issued within 10 years, at least 2 empty pages)
  • Degree certificate with HEC attestation and MOFA attestation (no apostille)
  • Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
  • anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
  • Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
  • Health insurance certificate from your German employer's insurer
  • SAP certification copies (supplementary)

Route 2 (IT exception, technical SAP only, no degree):

Experience letters covering: job title, dates, specific SAP modules and technical scope (ABAP, Basis, SAP BTP, S/4HANA, Fiori, specific technical activities), project scale and client type, and seniority. Add payslips.

On document authentication: Do not add a Pakistani apostille. Germany objected to Pakistan's Hague accession; it has no legal effect. Authentication chain: HEC attestation, then MOFA attestation. After your appointment, the Embassy may trigger Urkundenüberprüfung, which the Embassy states can take a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Plan your start date with your employer accordingly.

Common mistakes

Applying at the shortage threshold for a functional SAP role. If your role is FI/CO, MM, SD, or HR configuration without ABAP, you are likely ISCO-08 group 242. The applicable salary threshold is €50,700, not €45,934.20. Applying at the wrong threshold creates a discrepancy the consulate will flag.

Assuming SAP certification substitutes for a degree. SAP certifications are professional credentials, not recognised academic qualifications. They support your file but do not replace the degree requirement under Route 1 or the experience requirement under Route 2.

Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi. Wrong mission, rejected file.

Paying for APS. Not required for the Blue Card or any employment visa. APS is for student visas and university admission only.

Frequently asked questions

Does a B.Com qualify for the Blue Card as a functional SAP consultant?

Only the 4-year B.Com (Honours) qualifies, not the standard 2-year B.Com. The 2-year B.Com at Pakistani universities such as the University of the Punjab is rated "Bedingt vergleichbar" (conditionally comparable) in anabin, which does not meet the "entspricht" standard for Route 1. Check your specific institution and programme at anabin before applying. If your B.Com (Honours) institution is H+ and the programme is listed as "entspricht," the applicable salary threshold is €50,700 (ISCO-08 group 242).

Can I use the IT exception if my SAP experience is functional consulting?

No. The IT exception under § 18g(2) applies to ISCO-08 group 25 only. Pure functional SAP consulting without ABAP falls under group 242, and the IT exception does not apply to group 242 roles. A degree is always required for functional SAP.

My role involves both FI/CO configuration and some ABAP. Which threshold applies?

Mixed roles are typically classified by the dominant function. If ABAP development is a significant and documented part of your work, the role may qualify as group 25. Your employer's Erklärung zum Beschäftigungsverhältnis determines the ISCO classification, and the Federal Employment Agency has discretion. Experience letters should clearly document the technical development scope.
