Do you qualify?
DevOps engineering falls within ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani DevOps engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) applies if you have at least 3 years of professional DevOps experience at graduate level.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of DevOps engineering experience in the last 7 years
Degree recognition for Pakistani qualifications
A 4-year B.Sc. Computer Science or B.Eng. Computer Engineering from an H+ institution in anabin is the standard qualification for DevOps roles. Both degree types map to a German bachelor's if the specific programme is listed as "entspricht" or "gleichwertig" in the anabin comments. Check your institution and degree at anabin.kmk.org before applying.
If your degree is a 3-year BCS or B.Sc. (Hons), the German classification is uncertain. Get a ZAB Statement of Comparability before your appointment rather than finding out at it.
For M.Sc. degrees: a 4-year B.Sc. plus any recognised master's is a strong file. The 2-year B.Sc. alone would not qualify under Route 1, regardless of what was added on top.
The H+ institution rating and the "entspricht" degree listing are two separate checks. An H+ rating alone does not clear the file. If your programme is not listed in the anabin comments field, obtain a ZAB Zeugnisbewertung before the appointment.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS or B.Eng. qualifies if your institution is H+ in anabin and the programme is listed as "entspricht". A 2-year or 3-year degree does not qualify. Distance-learning requires a ZAB certificate confirming on-site study.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of DevOps engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe hands-on infrastructure engineering: container orchestration, CI/CD pipeline design, infrastructure as code, cloud infrastructure management. System administration without an engineering scope does not qualify.
Worked example: Bilal's Blue Card application
Bilal Chaudhry, 27, DevOps engineer, Islamabad to Berlin
Bilal holds a 4-year B.Sc. Software Engineering from NUST Islamabad (2020). He checks NUST's listing in anabin before applying and verifies his specific programme appears as "entspricht einem deutschen Hochschulabschluss" in the comments. HEC attests the degree and transcript, then MOFA attests on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022, so a Pakistani apostille has no legal effect for German authorities.
His registered address is in Islamabad (ICT), so he applies to Embassy Islamabad via the Consular Services Portal at digital.diplo.de.
Four years post-graduation at a Rawalpindi-based telecom vendor and then a Singapore-based SaaS company on a remote contract. Docker, Kubernetes (on-prem and EKS), Terraform, GitHub Actions, ArgoCD, AWS, Prometheus, and Grafana. Led the migration of a monolithic deployment pipeline to a Kubernetes-based GitOps workflow across 12 microservices.
Job offer: DevOps Engineer at a Berlin SaaS company, €55,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €55,000 clears the €45,934.20 shortage threshold. His employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Experience letters covering: job title, dates, specific tools (Docker, Kubernetes, Terraform, Ansible, Jenkins, GitHub Actions, ArgoCD, AWS/GCP/Azure infrastructure, Prometheus, Grafana), the engineering scope of your work, and seniority. Add payslips. System administration experience without a DevOps engineering scope does not meet the Federal Employment Agency's standard for Route 2.
On document authentication: Do not add a Pakistani apostille to documents for Germany. Germany objected to Pakistan's Hague accession; it has no legal effect. The chain is HEC attestation, then MOFA attestation, then the German mission. The Embassy may trigger Urkundenüberprüfung after your appointment, a verification by a Pakistani cooperation lawyer that the Embassy states takes a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Factor this into your start-date planning.

After approval: settlement permit timeline
- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit

Common mistakes
Describing system administration as DevOps engineering in experience letters. Server management, user account maintenance, and helpdesk escalation do not meet the ISCO-08 group 25 threshold. Experience letters must clearly describe infrastructure automation, CI/CD pipeline ownership, and engineering design decisions.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT go to Embassy Islamabad. Sindh and Balochistan go to Consulate General Karachi. Applying to the wrong one results in rejection regardless of the file's content.
Adding an apostille. Germany objected to Pakistan's Hague accession. A Pakistani apostille does nothing for German authorities and does not substitute for HEC and MOFA attestation.
Paying for APS. APS is mandatory only for student visas and university admission. It plays no part in the Blue Card or any employment visa process.

Frequently asked questions
Does AWS certification substitute for a degree on the EU Blue Card?
No. AWS, GCP, or Azure certifications are not recognised qualifications under German immigration law. They support your profile but do not replace the degree or the experience requirement. Route 1 requires a recognised university degree. Route 2 requires 3 years of qualifying engineering experience.
Which German mission do I apply to from Pakistan?
Depends on your registered home address. Embassy Islamabad: ICT, Punjab, KPK, Gilgit-Baltistan, AJK. Consulate General Karachi: Sindh, Balochistan. Honorary Consul Lahore: no visas. Filing with the wrong mission results in rejection.
Do I need APS for the Blue Card?
No. APS is required only for student visas and degree programmes in Germany. It has no role in the Blue Card or employment visa process.
