Do you qualify?
ML and AI engineering sits within ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani ML engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) applies if you have at least 3 years of qualifying machine learning engineering experience.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of ML engineering experience in the last 7 years
Degree recognition for Pakistani qualifications
ML roles attract a wider range of degree backgrounds than most IT professions. All are subject to the same anabin two-step check.
A 4-year computer science or computer engineering degree from an H+ institution with the programme listed as "entspricht" in anabin is the most straightforward path. NUST, FAST-NUCES, LUMS, COMSATS, UET, and others offer qualifying 4-year programmes, but programme titles vary by institution. Verify your specific institution and degree title at anabin.kmk.org.
A 4-year B.Sc. Mathematics or B.Sc. Statistics can also qualify if the institution is H+ and the specific programme is listed as "entspricht". German employers in ML roles routinely accept quantitative degrees, but the anabin listing must explicitly rate the degree, not just the university. If your maths or statistics programme is not individually listed in the comments, get a ZAB Zeugnisbewertung before applying.
For B.E. or B.Eng. degrees in computer or electrical engineering (4-year, PEC-accredited): treated the same as B.Sc. CS. Verify the degree listing.
For M.Sc. AI, M.Sc. Data Science, M.Sc. Computer Science: recognised if the underlying bachelor's is also recognised. A 4-year B.Sc. plus any recognised master's is a strong file.
The H+ institution rating and the "entspricht" degree listing are two separate gates. H+ at institution level is necessary. The specific programme must also appear in the comments as "entspricht" or "gleichwertig". If it does not, the consulate cannot approve the file. Get a ZAB first.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS, B.Sc. Mathematics, or B.Sc. Statistics qualifies if your institution is H+ and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of ML engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe production ML engineering: model training and deployment pipelines, feature engineering at scale, MLOps infrastructure, or applied ML research with production output. Academic research without production deployment is harder to evidence for Route 2.
Worked example: Sadia's Blue Card application
Sadia Malik, 28, ML engineer, Karachi to Munich
Sadia holds a 4-year B.Sc. Computer Science from IBA Karachi (2019). She checks IBA in anabin and confirms her specific B.Sc. CS programme appears in the comments as "entspricht einem deutschen Hochschulabschluss." She obtains HEC attestation on her degree and transcript, then MOFA attestation. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022.
Her registered address is in Karachi, Sindh, so her application goes to Consulate General Karachi via the Consular Services Portal.
Four years post-graduation: two years at a Karachi-based fintech building a credit scoring model, then two years at a Netherlands-based SaaS company on a remote contract. Python, PyTorch, scikit-learn, MLflow, FastAPI, Docker, and AWS (SageMaker, S3, Lambda). Led the end-to-end deployment of a real-time fraud detection model processing 50,000 transactions per day.
Job offer: ML Engineer at a Munich automotive technology company, €57,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €57,000 clears the €45,934.20 shortage threshold. Her employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
What changes the outcome: if Sadia's degree were a 3-year BCS without a ZAB Zeugnisbewertung, Route 1 would be uncertain. If her registered address were in Lahore, jurisdiction would sit with Embassy Islamabad, not Consulate General Karachi.
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Experience letters covering: job title, dates, specific tools (Python, PyTorch, TensorFlow, scikit-learn, MLflow, Kubeflow, AWS SageMaker or GCP Vertex AI, feature stores, deployment infrastructure), scope of ML engineering work, and seniority. Add payslips. Academic research positions count if they produced production-grade output; pure research without engineering scope is harder to evidence.
On document authentication: A Pakistani apostille has no legal effect for German authorities because Germany formally objected to Pakistan's Hague accession. The correct chain is HEC attestation, then MOFA attestation, then submission to the German mission. After your appointment, the Embassy may commission a Pakistani cooperation lawyer to verify your documents (Urkundenüberprüfung), which the Embassy states takes a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Plan your start date accordingly.

- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit

Common mistakes
Assuming a B.Sc. Mathematics or B.Sc. Statistics automatically qualifies without checking anabin. The institution must be H+ and the specific programme must be listed as "entspricht" in the comments. A quantitative degree without an explicit anabin listing needs a ZAB before the appointment.
Presenting academic research publications as professional ML engineering experience for Route 2. The Federal Employment Agency looks for production-grade engineering work. Publications help, but conference papers and thesis work without a deployment history do not meet the group 25 standard on their own.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT: Embassy Islamabad. Sindh and Balochistan: Consulate General Karachi. The wrong mission rejects the file.
Paying for APS. APS is only for student visas and university admission. Not required here.
