Do you qualify?
Software engineering is a shortage occupation in Germany under ISCO-08 group 25 (ICT professionals). Pakistani software engineers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception also applies if you have at least 3 years of experience and no formal degree.
You need all three of the following:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of software engineering experience in the last 7 years
Degree recognition for Pakistani qualifications
Pakistan runs 2-year, 3-year, and 4-year bachelor's programmes under identical or near-identical names. Duration and credit hours on your transcript are what count, not the degree title.
The 4-year computer science or computer engineering degree, roughly 130 credit hours, is the standard qualification from major Pakistani engineering universities: NUST, FAST-NUCES, COMSATS, LUMS, UET, GIKI, IBA. Programme titles vary by institution. NUST lists Bachelor of Software Engineering; UET and GIKI list BS Computer Engineering. From an H+ institution with the specific programme listed as "entspricht" in anabin, it maps to a German bachelor's and qualifies for the Blue Card. Both conditions need to be true: the institution must be H+, and your exact degree programme must be listed. Check both at anabin.kmk.org before applying.
The 4-year BE or B.Eng. in Computer Engineering or Software Engineering (PEC-accredited) is classified the same way. NUST and UET engineering programmes carry Washington Accord recognition, which is a strong indicator, but verify the anabin listing for your specific degree regardless.
If you hold a 3-year BCS or B.Sc. (Hons), the position is harder. Three-year programmes do not map cleanly to a German bachelor's degree. Some consulate officers accept them; others do not. Get a ZAB Statement of Comparability before applying. You want a written German classification before your appointment, not at it.
For M.Sc. CS, recognition depends on what came before. A 2-year M.Sc. on top of a 4-year B.Sc. meets the master's threshold. So does a 1-year M.Sc. on top of a 4-year B.Sc. Under the older "2+2" structure, 2-year B.Sc. plus 2-year M.Sc., the combined qualification may reach the master's threshold, but the 2-year B.Sc. alone would not qualify under Route 1.
One thing catches Pakistani applicants more than any other: anabin rates institutions and degrees as two separate questions. An H+ institution rating is not clearance to apply. Your specific degree programme must also appear in the comments as "entspricht" (corresponds) or "gleichwertig" (equivalent). If it is not listed there individually, the consulate cannot approve the file. Get a ZAB Zeugnisbewertung first.

Two routes to the Blue Card
Route 1: University degree
Your 4-year Pakistani B.Sc. CS or B.Eng. qualifies if your institution is H+ in anabin and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here. Distance-learning and part-time programmes require confirmation of on-site study or a ZAB certificate.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of software engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters have to describe actual production engineering work: specific technologies, architecture decisions, seniority level. Maintenance-only and support-focused roles without design responsibility are routinely rejected by the Federal Employment Agency under this route.
Worked example: Usman's Blue Card application
Usman Raza, 31, backend engineer, Lahore to Hamburg
Usman graduated with a 4-year B.Sc. Computer Science from FAST-NUCES Lahore in 2017. Before filing anything, he checked FAST-NUCES in anabin and confirmed his specific programme is listed in the comments as "entspricht einem deutschen Hochschulabschluss." Had it not been listed, he would have needed a ZAB Zeugnisbewertung before the appointment.
Document authentication: HEC attestation on the degree certificate and transcript, then MOFA attestation on top. No apostille. Germany formally objected to Pakistan's Hague accession on 24 October 2022, so a Pakistani apostille has no legal effect for German authorities.
His registered address is Lahore, which is Punjab. Punjab sits under Embassy Islamabad's jurisdiction, not the Honorary Consul in Lahore. He applies through the Consular Services Portal at digital.diplo.de.
Seven years post-graduation across two Pakistan-based software houses and one UAE-based fintech on a remote contract. Java, Spring Boot, PostgreSQL, AWS (EC2, RDS, Lambda), Docker, Kubernetes. Promoted to tech lead in year 4, with architecture ownership of a transaction API handling 200,000 requests per day.
Job offer: Senior Software Engineer at a Hamburg logistics company, €58,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €58,000 clears the €45,934.20 shortage threshold for ISCO-08 group 25. His employer files the Erklärung zum Beschäftigungsverhältnis and the consulate forwards it to the Federal Employment Agency. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
What changes the outcome: if Usman held a 3-year BCS, Route 1 would be uncertain without a ZAB classification in hand. If his registered address were in Karachi, the file goes to Consulate General Karachi.
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if your programme is unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) completed by your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Replace the degree documents with experience letters from each employer: job title, employment dates, the specific technologies you worked with (React, Node.js, Python, Java, TypeScript, PostgreSQL, MongoDB, Docker, Kubernetes, AWS/GCP/Azure), your engineering responsibilities, and your seniority level. Add payslips for each period of employment.
The apostille question, answered plainly:
Pakistan can issue apostilles through MOFA. They work for most Hague member states. Germany is not one of them. Germany formally objected to Pakistan's accession, so the Convention is not in force between the two countries. A Pakistani apostille does nothing for your German visa file. Do not add one.
The German Embassy Islamabad states explicitly that it cannot attest or legalise documents issued by Pakistani authorities. The authentication chain for your degree and transcript is HEC attestation, then MOFA attestation, then submission to the German mission. For Matric and HSSC school certificates, IBCC attestation replaces HEC.
After your visa appointment, the Embassy or Consulate may commission a Pakistani cooperation lawyer to verify your documents directly with the issuing institution. This Urkundenüberprüfung is triggered by the German authority, not by you. The Embassy states it takes a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 if your file is at Embassy Islamabad, or PKR 40,000 at Consulate General Karachi. Your documents can be held at the mission for months after your appointment. Plan your employment start date with your employer accordingly.
Which German mission handles your application
Three German missions operate in Pakistan. Jurisdiction follows your registered home address, not where you are currently staying.

If you live in Lahore but your registered address is in Punjab, the file goes to Embassy Islamabad. Long-term visa applications at Embassy Islamabad go through the Consular Services Portal. VFS Global is not the channel for employment visas here.
After approval: settlement permit timeline
- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit
Your spouse has full work rights in Germany from day one.
Common mistakes
Adding a Pakistani apostille to documents for Germany. It has no legal effect. Germany objected to Pakistan's Hague accession. The apostille does not substitute for HEC and MOFA attestation, and adding it does not help your file.
Applying to the wrong mission. Jurisdiction is your registered home address, full stop. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT go to Embassy Islamabad. Sindh and Balochistan go to Consulate General Karachi. The wrong mission rejects the file regardless of what is in it.
Expecting the Honorary Consul in Lahore to issue a visa. He provides certified copies of educational documents. That is the extent of his mandate. Visa applications from Lahore-address holders go to Embassy Islamabad via the CSP portal.
Paying for APS when you do not need it. APS (Academic Evaluation Centre) is mandatory for Pakistani nationals applying for a degree programme or student visa in Germany. It has no role in the Blue Card, the Chancenkarte, or any employment-based visa. If you are applying for a work visa, skip it.
Submitting a 2-year or 3-year bachelor's without checking its German classification. A 2-year B.Sc. does not qualify for Route 1. A 3-year B.Sc. is borderline. Get the ZAB Zeugnisbewertung before your appointment rather than relying on the consulate officer to make a call on the day.
When you need a lawyer
Consider one if your university is H+/- in anabin or your specific programme is not listed in the comments, if your degree is below 4 years and you are unsure of the German classification, if Urkundenüberprüfung has been triggered and the delay is threatening your contract start date, or if you are 45 or older with a salary below €55,770 (there is an additional pension provision requirement at that threshold). For Route 2, if your work has been primarily maintenance or support without architecture involvement, a lawyer can help you assess whether the file is worth submitting.
