Do you qualify?
Full stack development is classified under ISCO-08 group 25 (ICT professionals), a shortage occupation in Germany. Pakistani full stack developers with a recognised university degree qualify at the lower salary threshold. The IT specialist exception under § 18g(2) applies with at least 3 years of professional full stack experience at graduate level.
You need all three:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of full stack development experience in the last 7 years
Degree recognition for Pakistani qualifications
A 4-year B.Sc. Computer Science from an H+ institution with the programme listed as "entspricht" in anabin is the standard path for full stack roles. Verify your institution and degree at anabin.kmk.org.
A 4-year B.Eng. Computer Engineering from an H+ institution also qualifies if the programme is listed. PEC-accredited programmes at NUST and UET carry Washington Accord recognition, though you still need to verify the anabin degree listing.
Three-year BCS or B.Sc. (Hons) programmes do not map cleanly to a German bachelor's. Get a ZAB Statement of Comparability before applying if your programme is below 4 years.
H+ at the institution level and "entspricht" at the degree level are separate checks. An H+ rating does not authorise the file on its own. If your specific programme is not listed in the anabin comments, get a ZAB Zeugnisbewertung before your appointment.

Two routes to the Blue Card
Route 1: University degree
Your 4-year B.Sc. CS or B.Eng. qualifies if your institution is H+ and your programme is listed as "entspricht". A 2-year or 3-year bachelor's does not qualify here.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of full stack development experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe production development work across both frontend and backend, with engineering responsibility. Freelance project listings on platforms like Upwork or Fiverr do not establish the continuous employment record the Federal Employment Agency expects.
Worked example: Fatima's Blue Card application
Fatima Rizvi, 26, full stack developer, Lahore to Stuttgart
Fatima holds a 4-year B.Sc. Computer Science from LUMS Lahore (2021). She checks LUMS in anabin and confirms her programme is listed as "entspricht einem deutschen Hochschulabschluss." HEC attests her degree and transcript; MOFA attests on top. No apostille: Germany formally objected to Pakistan's Hague accession on 24 October 2022.
Her registered address is in Lahore, Punjab, so the file goes to Embassy Islamabad via the Consular Services Portal at digital.diplo.de.
Three years post-graduation at a Lahore-based SaaS startup. React, TypeScript, Node.js, PostgreSQL, Redis, Docker, and AWS (EC2, S3, RDS). Owned the frontend architecture of the company's main product from version 2.0 onward and wrote the backend API layer for the billing module.
Job offer: Full Stack Developer at a Stuttgart automotive supplier's digital team, €50,000 gross/year, 12-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €50,000 clears the €45,934.20 shortage threshold. Her employer files the Erklärung zum Beschäftigungsverhältnis. Settlement permit at 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
Document checklist (Pakistan to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with HEC attestation and MOFA attestation (no apostille)
- Academic transcript, all years and semesters, with HEC attestation and MOFA attestation
- anabin printout for your institution and degree, or ZAB Statement of Comparability if unlisted
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Experience letters from each employer: job title, dates, specific technologies (React, Angular, Vue.js, TypeScript, Node.js, Python/Django/Flask, PostgreSQL, MongoDB, Docker, Kubernetes, AWS/GCP/Azure), both frontend and backend scope, your engineering responsibilities, and seniority. Add payslips. Portfolio project lists without employed engineering context do not meet the Federal Employment Agency's standard.
On document authentication: Do not add a Pakistani apostille. Germany objected to Pakistan's Hague accession; it carries no legal weight for German authorities. The correct chain is HEC attestation, then MOFA attestation. After your appointment, the Embassy may trigger Urkundenüberprüfung, a cooperation-lawyer document verification the Embassy states can take a minimum of 12 months, and longer in complex cases. The cooperation lawyer fee is PKR 75,000 at Embassy Islamabad or PKR 40,000 at Consulate General Karachi. Plan your employment start date with your employer early.

Common mistakes
Relying on a freelance portfolio for Route 2 experience. The Federal Employment Agency looks for continuous employed engineering work with clear seniority indicators. Freelance gigs, short contracts, and platform-based project lists are hard to evidence at the graduate-level standard Route 2 requires. If your experience is primarily freelance, discuss the file with a lawyer before applying.
Applying to the wrong mission. Punjab, KPK, Gilgit-Baltistan, AJK, and ICT go to Embassy Islamabad. Sindh and Balochistan go to Consulate General Karachi. Wrong mission, rejected file.
Adding a Pakistani apostille. No legal effect for Germany. Use HEC and MOFA attestation instead.
Paying for APS. Not required for Blue Card or any employment visa. APS is for student visa applicants only.
