Short answer: as a Filipino ML/AI engineer with a recognised degree, you can qualify: via Route 1 if your degree is fully recognised, or the points system otherwise.
The Chancenkarte lets you move to Germany without a job offer and search for ML/AI engineering roles for up to 12 months. Convert to a EU Blue Card once you have an offer.

Worked example: Maria's Chancenkarte application
Maria Garcia, 28, ML Engineer, Manila to Germany
- Degree: MS Computer Science, UP Diliman (2019). UP Diliman is rated H+ in anabin. Apostille obtained from the DFA.
- Experience: 4 years post-graduation ML engineering (PyTorch, scikit-learn, MLflow, GCP Vertex AI) at a Manila fintech company.
- Financial proof: Sperrkonto with €13,092 (12 months × €1,091, binding under § 20a(4) AufenthG), opened with Fintiba.
- Visa result: Qualifies under Route 1 (§ 20a AufenthG). MS CS from UP Diliman (H+) is fully recognised; no points calculation required.
- After arrival: Targets Berlin and Munich AI companies. Receives a €62,000 ML Engineer offer at month 5 and converts to an EU Blue Card at the local Ausländerbehörde, ending job-search status early.
What would change the outcome: If Maria had studied BS Mathematics at an H+/- Philippine university whose programme is not listed in anabin, Route 1 would not apply. Under Route 2 she would score: shortage occupation (1) + 4 years experience (2) + age under 35 (2) + English C1 (1) = 6 points, exactly the minimum. A ZAB partial equivalence ruling would instead satisfy Route 1 directly, but the ZAB assessment must be completed before the visa appointment.
