Short answer: You do not need an APS certificate for the EU Blue Card.

APS (Akademische Prüfstelle) is required only for student visa applications from India. The EU Blue Card is an employment visa. The degree verification mechanism is the anabin database — not APS. Read on for what you do need instead.

APS certificates are issued by the German Embassy New Delhi after an in-person interview and document review. The process is specific to student visa applicants. It is not part of any employment visa category.

Many Indian professionals searching for Blue Card requirements encounter blog posts, forums, or older guides that mention APS and assume it applies to their situation. It does not. The German Residence Act (AufenthG) provisions governing the Blue Card (§ 18g) and all employment visas make no reference to APS.

What degree verification is required for the Blue Card?

For the EU Blue Card under § 18g(1) AufenthG, your foreign degree must be “comparable to a German degree” at ISCED 2011 level 6 (bachelor’s) or higher. German missions and the Ausländerbehörde verify this through the anabin database, operated by the KMK Central Office for Foreign Education (ZAB).

The anabin check works as follows:

  • Institution rating H+, degree listed as “entspricht” or “gleichwertig”: No separate document needed. The consulate verifies directly via anabin. This applies to most Indian B.Tech and B.E. degrees from IITs, major NITs, and other H+ institutions.
  • Institution rating H+/-, or programme not individually listed:Obtain a ZAB Statement of Comparability (Zeugnisbewertung) before your consular appointment. Processing takes approximately 2 to 3 weeks when a German work contract is attached. The fee is €200.
  • Institution not listed in anabin at all: A ZAB Zeugnisbewertung is required and takes longer without the fast-track option.

Does any German visa require APS from India?

APS is required for the following visa categories for Indian nationals:

  • Student visa (§ 16b AufenthG) — APS required
  • Language course visa (§ 16f) — APS required in most cases
  • Preparatory course visa — APS required

APS is not required for:

  • EU Blue Card (§ 18g AufenthG)
  • Chancenkarte (§ 20a AufenthG)
  • Skilled worker visa (§ 18a, § 18b AufenthG)
  • IT specialist without degree (§ 18g(2) AufenthG)
  • Any other employment visa under the Fachkräfteeinwanderungsgesetz

Indian universities and the anabin database

The following institution types are generally rated H+ in anabin for Indian applicants:

  • All IITs (Indian Institutes of Technology)
  • Most established NITs (National Institutes of Technology)
  • Major state technical universities (SPPU Pune, VTU Bangalore, Anna University, etc.)
  • BITS Pilani and its campuses

If your institution is H+/-, the specific degree programme must be listed in the anabin comments field for the consulate to approve without a ZAB document. If the programme is not listed, get the Zeugnisbewertung before your appointment — attempting to book without it, then receiving a return request, adds 3 to 6 weeks to the process.

A 3-year BCA (Bachelor of Computer Applications) is not at ISCED level 6 by default. Obtain a ZAB Zeugnisbewertung confirming it is comparable to a German bachelor’s before applying.
