Do you qualify?
Data engineering falls under ISCO-08 group 2512 (Software developers) or 2521 (Database designers and administrators), both within sub-major group 25 — a shortage occupation in Germany. You need:
- A job offer in Germany for at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised degree, or 3 years of data engineering experience in the last 7 years
Degree recognition for Moroccan qualifications
The Diplôme d'Ingénieur d'État (5 years post-baccalauréat, ISCED 7) is the standard qualifying credential. ENSIAS offers a filière Business Intelligence & Analytics and a filière 2IA (Ingénierie Intelligence Artificielle) whose graduates work extensively in data pipelines. INPT's curriculum explicitly includes a "Data Engineer" filière under the Ingénieur cycle. ENSA Oujda offers a Data Sciences & Cloud Computing filière. Check each institution and your exact programme at anabin.kmk.org — the institution must be H+ and your specific programme must be listed as "entspricht" or "gleichwertig".
A 3-year Licence LMD in Mathématiques, Statistiques, or Informatique (ISCED 6) may qualify for Route 1 at the bachelor's level, provided both the institution and the programme appear in anabin. A 2-year Master LMD on top of the Licence qualifies at ISCED 7. ETL-only or SQL-reporting roles without coding architecture scope may be classified under 2521 rather than 2512 — both are shortage occupations, so the threshold is the same.
UM6P graduates (MSc Data Modeling & Science, College of Computing): UM6P is a private institution inaugurated in 2017. Its anabin status is genuinely uncertain. Get a ZAB Statement of Comparability before applying rather than assuming H+.
OFPPT Technicien Spécialisé (Développement Informatique, bases de données): These are below ISCED 6 and do not qualify for Route 1. The § 18g(2) IT exception applies if you have 3 years of data engineering experience at university level in the last 7 years.

Two routes to the Blue Card
Route 1 — degree: Diplôme d'Ingénieur or Licence LMD from an H+ institution with the programme listed in anabin. Presented at your visa appointment.
Route 2 — IT exception (§ 18g(2)): 3 of the last 7 years of data engineering work at university level. Experience letters must describe system design and pipeline architecture, not only operational queries or dashboard maintenance.
Worked example: Fatima Zahra's Blue Card application
Fatima Zahra Benali, 30, data engineer, Rabat to Munich
Diplôme d'Ingénieur from ENSIAS (filière BI & Analytics, 2018). She checks ENSIAS and her programme in anabin before applying and finds the institution listed with the relevant programme notation. Apostille from the Moroccan MFA on her degree certificate and transcripts. Her registered address is in Rabat — she applies at the German Embassy Rabat.
Seven years of experience: first 3 years at a Moroccan telecom building ETL pipelines in Python and Spark, then 4 years at a Casablanca-based fintech architecting a real-time data platform on AWS (Kinesis, Glue, Redshift). Led a team of 2 junior engineers.
Job offer: Data Engineer at a Munich insurance company, €59,000 gross/year. Outcome: qualifies under Route 1 (§ 18g AufenthG). Settlement permit at 21 months with German B1.
Document checklist
Route 1:
- Passport (at least 2 empty pages)
- Degree certificate with Moroccan MFA apostille
- Academic transcript with Moroccan MFA apostille
- anabin printout or ZAB Statement of Comparability
- Erklärung zum Beschäftigungsverhältnis (employer completes)
- Health insurance confirmation
Route 2 (§ 18g(2)):
- Replace degree documents with experience letters: job title, dates, technologies (Python, Spark, Kafka, dbt, Airflow, SQL, AWS/GCP/Azure), architecture responsibilities, seniority level, and payslips.
Which German mission handles your application
Embassy Rabat and Consulate General Casablanca both handle employment visas. Jurisdiction follows your registered address. Confirm which mission covers your area before booking via digital.diplo.de.
After approval: settlement permit timeline
- 21 months Blue Card + German B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months Blue Card + German A1 → settlement permit
Spouse has full work rights from day one.
Common mistakes
Applying with an UM6P degree without a ZAB assessment. UM6P is a private institution with an uncertain anabin entry. Get a ZAB Zeugnisbewertung before your appointment.
Framing ETL/reporting experience as data engineering at university level for § 18g(2). The Federal Employment Agency looks for pipeline architecture, system design, and technical leadership — not routine query writing or dashboard maintenance. Strengthen the letters to show design scope or switch to Route 1.
Submitting a Licence Professionnelle (1-year top-up) as the qualifying degree. A Licence Professionnelle awarded after a Bac+2 technical diploma is at ISCED 5 or borderline 6. Get a ZAB assessment before relying on it for Route 1.

Frequently asked questions
Does a Licence LMD in Statistics or Mathematics qualify for the Blue Card? Yes, at ISCED 6 — provided the institution is H+ in anabin and the programme is individually listed as "entspricht". A 3-year Licence does not map to master's level; your offer must meet the €45,934.20 shortage threshold.
Does a Spark or Databricks certification substitute for a degree? No. Certifications support your dossier but do not satisfy § 18g(2). The 3-of-7-years employment record at university level is what counts.
Do I need apostille on my OFPPT diploma? OFPPT diplomas do not qualify for Route 1. If you are applying via § 18g(2), you do not submit a degree document at all — only experience letters and payslips.
