Do you qualify?
Software engineering is a shortage occupation in Germany under ISCO-08 group 25 (ICT professionals). Moroccan software engineers with a recognised degree qualify at the lower salary threshold. The IT specialist exception also applies if you have at least 3 years of experience and no formal degree.
You need all three of the following:
- A job offer in Germany with a contract of at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised university degree, or at least 3 years of software engineering experience in the last 7 years
Degree recognition for Moroccan qualifications
Morocco operates two main degree systems relevant to software engineers: the Grandes Écoles system (Diplôme d'Ingénieur) and the LMD system (Licence, Master, Doctorat).
Diplôme d'Ingénieur: A 5-year programme following the baccalauréat, awarded by accredited engineering schools (ENSIAS, INPT, EMI, UM6P, ENSA, and others). This maps to ISCED level 7 (master's equivalent) and is the strongest Moroccan credential for the Blue Card. Grandes Écoles typically appear in anabin with an H+ institution rating; the specific programme listing in the comments is what determines whether you qualify directly or need a ZAB Statement of Comparability. Check at anabin.kmk.org for your institution and your exact programme — do not assume H+ status based on the school's reputation alone.
Licence (LMD), 3 years: The standard bachelor's degree under the LMD framework maps to ISCED level 6. It may qualify for the Blue Card, but the position is less settled than the Diplôme d'Ingénieur. Some 3-year Licence programmes from H+ institutions are listed in anabin as "entspricht"; many are not listed individually. If your programme is not listed, get a ZAB Statement of Comparability before applying rather than relying on the consulate officer to make a call.
Master (LMD), 2 years post-Licence: A 2-year Master on top of a 3-year Licence maps to ISCED level 7 and qualifies in the same way as the Diplôme d'Ingénieur, provided the programme is listed in anabin.
The one condition that catches applicants most: anabin rates institutions and degree programmes as two separate questions. Your school may be H+, but your specific programme must also appear in the comments as "entspricht" (corresponds) or "gleichwertig" (equivalent). If it is not listed individually, get a ZAB Zeugnisbewertung before your appointment.

Two routes to the Blue Card
Route 1: University degree
Your Diplôme d'Ingénieur from a Grande École qualifies if your institution is H+ in anabin and your programme is listed. A 3-year Licence or 2-year Master also qualifies at the corresponding ISCED level, again provided both the institution and programme are listed. Distance-learning or part-time programmes require confirmation of on-site study or a ZAB certificate.
Route 2: IT specialist without a degree (§ 18g(2))
At least 3 years of software engineering experience at university-graduate level within the last 7 years, salary at least €45,934.20, role under ISCO-08 group 25. Experience letters must describe actual production engineering work: specific technologies, architecture decisions, and seniority level. Maintenance-only and support-focused roles without design responsibility are routinely rejected by the Federal Employment Agency under this route.
Worked example: Mehdi's Blue Card application
Mehdi Benchekroun, 32, backend software engineer, Casablanca to Hamburg
Mehdi holds a Diplôme d'Ingénieur from ENSIAS (École Nationale Supérieure d'Informatique et d'Analyse des Systèmes), 5-year programme completed in 2016. Before applying, he verifies ENSIAS and his programme in anabin and confirms both appear with the corresponding "entspricht" notation.
Document authentication: Morocco joined the Hague Apostille Convention on 26 December 2016. Mehdi obtains apostilles on his degree certificate and transcripts from the Moroccan Ministry of Foreign Affairs. No further legalisation is required.
His registered address is in Casablanca. Germany operates two missions in Morocco: the Embassy in Rabat and the Consulate General in Casablanca. He verifies jurisdiction with the Casablanca CG and books his appointment there.
Work history: 8 years total. First 2 years at a Casablanca IT services company, then 6 years at a French fintech operating in Morocco and France. Java, Spring Boot, PostgreSQL, Kafka, Docker, Kubernetes. Tech lead since year 5, owning the backend of a payment processing system handling 50,000 transactions per day.
Job offer: Senior Software Engineer at a Hamburg logistics company, €60,000 gross/year, 18-month contract.
Outcome: qualifies under Route 1 (§ 18g AufenthG). €60,000 clears the €45,934.20 shortage threshold for ISCO-08 group 25. His employer submits the Erklärung zum Beschäftigungsverhältnis and the consulate forwards it to the Federal Employment Agency. Settlement permit at 21 months of Blue Card employment plus German at B1 (§ 18c(2) AufenthG).
What changes the outcome: if Mehdi held a 3-year Licence and his programme was not listed in anabin, he would need a ZAB Statement of Comparability. If his registered address were in Rabat, the file would go to the Embassy Rabat.
Document checklist (Morocco to Germany, 2026)
Route 1 (with degree):
- Valid passport (issued within 10 years, at least 2 empty pages)
- Degree certificate with apostille from Moroccan Ministry of Foreign Affairs
- Academic transcript with apostille from Moroccan Ministry of Foreign Affairs
- anabin printout for your institution and degree, or ZAB Statement of Comparability if your programme is not individually listed
- Employment Declaration (Erklärung zum Beschäftigungsverhältnis) completed by your German employer
- Health insurance certificate from your German employer's insurer
Route 2 (IT exception, no degree):
Replace the degree documents with experience letters from each employer: job title, employment dates, specific technologies worked with, engineering responsibilities, and seniority level. Add payslips for each period of employment.
Apostille note:
Morocco joined the Hague Apostille Convention on 26 December 2016. Academic documents submitted to German authorities require an apostille issued by the Moroccan Ministry of Foreign Affairs (Ministère des Affaires Étrangères). The apostille must appear on the original document or be attached to a certified copy. Do not confuse the apostille with notarisation by a Moroccan notary (adoul or notaire), which is a different step.
Which German mission handles your application
Germany operates two missions in Morocco: the Embassy in Rabat and the Consulate General in Casablanca. Jurisdiction generally follows your registered address. Contact the mission nearest your area to confirm which handles your file before booking an appointment.
Employment visa appointments are booked through the Consular Services Portal at digital.diplo.de.
After approval: settlement permit timeline
- 21 months of Blue Card employment plus German at B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months of Blue Card employment plus German at A1 → settlement permit
Your spouse has full work rights in Germany from day one.
Common mistakes
Assuming H+ institution status is enough. An H+ rating at institution level is a necessary condition, not a sufficient one. Your specific degree programme must appear individually in anabin comments as "entspricht" or "gleichwertig". If it is not listed, the consulate cannot approve the file directly. Get a ZAB Statement of Comparability first.
Treating a Moroccan notary apostille as the correct authentication. The Hague apostille must come from the Moroccan Ministry of Foreign Affairs. Notarisation by a Moroccan adoul or notaire is a separate document formality and does not substitute for the MFA apostille.
Confusing the Licence (3-year) with the Diplôme d'Ingénieur (5-year). Both are valid Moroccan higher education credentials, but they sit at different ISCED levels and have different recognition positions in anabin. Do not assume your Licence automatically qualifies at master's level.
Applying to the wrong mission. Both the Embassy in Rabat and the Consulate General in Casablanca handle employment visas. Jurisdiction follows your registered address. Confirm with the mission before booking to avoid a rejected appointment.
When you need a lawyer
Consider one if your university is H+/- in anabin or your specific programme is not listed individually, if you hold a 3-year Licence and are uncertain of the German classification, if you are applying under Route 2 (IT exception) and your work scope has been primarily support or maintenance without engineering design responsibility, or if you are 45 or older with a salary below €55,770 (an additional pension provision requirement applies at that threshold).
