Do you qualify?

DevOps engineering is a shortage occupation in Germany under ISCO-08 group 25 (ICT professionals). Filipino DevOps engineers with a recognised degree qualify at the lower salary threshold. The IT specialist exception applies if you have 3+ years of DevOps experience without a formal degree.

To qualify, you need all three:

  1. A job offer in Germany with a contract of at least 6 months
  2. A gross annual salary of at least €45,934.20 (2026 shortage threshold)
  3. A recognised university degree or at least 3 years of DevOps experience in the last 7 years

SRE, Platform Engineer, Cloud Engineer titles all qualify. The Federal Employment Agency classifies by work content, not job title.


Degree recognition for Philippine qualifications

BS Computer Science / BS Information Technology / BS Computer Engineering (4 years): qualifies if your university is H+ in anabin and your programme is listed as "entspricht" or "gleichwertig".

BS Electronics Engineering (4 years): can qualify if the university is H+ and the role content clearly falls under ISCO-08 group 25.

Check your institution at anabin.kmk.org/anabin/institutionen. Major Philippine universities including UP Diliman, DLSU, Ateneo de Manila, UST, and Mapúa University are listed. If your programme is not listed, a ZAB Statement of Comparability resolves this.

Two routes to the Blue Card

Route 1: University degree

Your Philippine 4-year BS degree qualifies if your institution is H+ and your programme is listed in anabin.

Route 2: IT specialist without a degree (§ 18g(2))

At least 3 years of DevOps/cloud experience at university-graduate level within the last 7 years, salary ≥ €45,934.20, role under ISCO-08 group 25. CI/CD pipeline design, infrastructure-as-code, Kubernetes cluster management, and cloud architecture are graduate-level work. Basic server administration or helpdesk support are not.

Worked example: Maria's Blue Card application

Maria Cruz, 26, DevOps Engineer, Manila to Hamburg

  • Degree: BS Computer Science, Ateneo de Manila University (2021). Ateneo de Manila University is rated H+ in anabin; the BS Computer Science programme is listed as "entspricht einem deutschen Hochschulabschluss." Apostille obtained from the DFA (Department of Foreign Affairs, Philippines).
  • Experience: 4 years post-graduation as a DevOps engineer at a Manila logistics technology company. Kubernetes, Terraform, GitLab CI, and AWS; responsible for container orchestration and infrastructure automation for a fleet of 12 microservices.
  • Job offer: DevOps Engineer at a Hamburg logistics company, €49,000 gross/year, 24-month contract.
  • Visa result: Qualifies under Route 1 (§ 18g AufenthG). €49,000 is above the €45,934.20 shortage threshold for ISCO-08 group 25. Federal Employment Agency approval required; the German employer files the Erklärung zum Beschäftigungsverhältnis and the consulate forwards it to the BA.
  • Settlement permit: 21 months of Blue Card employment plus German B1 (§ 18c(2) AufenthG).
  • Processing time: Appointment booked at the German Embassy Manila. Total time from appointment to visa: 6 to 8 weeks.

What would change the outcome: If the job offer had come in at €44,000, Maria would be disqualified entirely. €44,000 falls below both the shortage-occupation threshold (€45,934.20) and the general threshold (€50,700). There is no Blue Card route at that salary, regardless of degree quality or experience. The employer would need to raise the offer to at least €45,934.20 before any application could proceed.


Document checklist (Philippines → Germany, 2026)

For Route 1 (with degree):

  • Valid passport (at least 2 empty pages)
  • Degree certificate, with DFA apostille
  • Transcript of records (all semesters), with DFA apostille
  • University confirmation of regular (on-site) mode of study
  • anabin printouts, or ZAB Statement of Comparability if unlisted
  • Employment Declaration (Erklärung zum Beschäftigungsverhältnis) from your German employer
  • Health insurance certificate

For Route 2 (IT exception, no degree):

Replace degree documents with:

  • Experience letters: job title, dates, technologies (Kubernetes, Docker, Helm, Terraform, Ansible, Pulumi, AWS/GCP/Azure, Jenkins, GitLab CI, GitHub Actions, ArgoCD, Prometheus, Grafana), responsibilities, system scale, seniority level
  • Payslips and/or BIR Form 2316 for each employment period

Apostille note: Philippine degree certificates and transcripts require DFA apostille before submission to the German Embassy Manila.
