Do you qualify?
Java development is classified under ISCO-08 group 2514 (Applications programmers) — within sub-major group 25, a shortage occupation in Germany. You need:
- A job offer in Germany for at least 6 months
- A gross annual salary of at least €45,934.20 (2026 shortage threshold)
- A recognised degree, or 3 years of Java development experience at university level in the last 7 years
Degree recognition for Moroccan qualifications
Like full stack development, Java development accepts both the Diplôme d'Ingénieur and the 3-year Licence LMD Informatique for Route 1.
Java is universal in Moroccan engineering and computer science curricula. ENSIAS (Génie Logiciel, IWIM), INPT (Advanced Software Engineering), EMI (Génie Informatique), and the ENSA network all teach Java as a core language throughout the Ingénieur cycle. Any of these award the Diplôme d'Ingénieur d'État (5 years, ISCED 7) — the strongest credential. Check at anabin.kmk.org that your institution is H+ and your specific programme is listed as "entspricht" or "gleichwertig".
A 3-year Licence LMD en Informatique from a recognised public Moroccan university also qualifies at ISCED 6. Licence programmes in pure Mathematics or Physics, repurposed into a Java developer career, require the Studienrichtung (field of study) on the degree to match the job description. If your Licence is in Maths and your role is software engineering, a consulate officer may ask for supplementary evidence or a ZAB assessment.
OFPPT Technicien Spécialisé Développement Informatique / Développement Digital: Below ISCED 6 — does not qualify Route 1. § 18g(2) applies with 3 years of Java development at engineering level in the last 7 years.

Two routes to the Blue Card
Route 1 — degree: Diplôme d'Ingénieur or Licence LMD Informatique from an H+ institution with the programme listed in anabin.
Route 2 — IT exception (§ 18g(2)): 3 of the last 7 years of Java development at university level. Experience letters must describe application architecture, API and microservices design, and technical decisions — not only feature implementation against existing specs.
Worked example: Siham's Blue Card application
Siham El Mansouri, 27, Java developer, Fès to Stuttgart
Licence LMD en Informatique, Faculté des Sciences Dhar El Mahraz, Université Sidi Mohammed Ben Abdellah Fès (2021, 3 years). Checks the university and her Licence Informatique programme in anabin before applying and confirms both appear. Apostille from Moroccan MFA on degree and transcript. Registered address in Fès — confirms jurisdiction with the German Embassy Rabat and books her appointment there.
Three years of experience: Java 17, Spring Boot, Spring Security, JPA/Hibernate, PostgreSQL, REST APIs, Docker, Jenkins CI/CD. Built and owns the backend for an e-commerce platform serving 80,000 registered users in Morocco and France.
Job offer: Java Backend Developer at a Stuttgart automotive software company, €54,000 gross/year. Outcome: qualifies under Route 1. Settlement permit at 21 months with German B1.

After approval: settlement permit timeline
- 21 months Blue Card + German B1 → settlement permit (§ 18c(2) AufenthG)
- 27 months Blue Card + German A1 → settlement permit
Common mistakes
Applying with an OFPPT Technicien Spécialisé Développement Informatique. OFPPT Bac+2 diplomas are not ISCED 6. Route 1 is not available.
Using a non-CS Licence (Maths, Physique) without checking anabin's degree-type entry. The field of study must match the job description. If your Licence is in Maths and the job is Java software engineering, ensure the Studienrichtung / filière on your degree clearly covers applied computing or programming — otherwise a ZAB assessment is safer.
Omitting architecture detail from § 18g(2) experience letters. "Developed features in Spring Boot" describes implementation. "Designed the domain model and REST contract for a payments API handling 50,000 daily transactions" describes engineering.
When you need a lawyer
Consider one if your Licence LMD is in a non-CS field, if your programme is not individually listed in anabin, or if your § 18g(2) experience is primarily junior-level implementation work without design ownership.
